Digital-Court Filing Recovery Authority — Civil Justice
Urgent / Unplanned
Digital-Court Filing Recovery Authority mandate in Toronto, Canada · Civil Justice Administration
A Canadian civil-justice service needs a nine-month executive authority after filing-time discrepancies affected deadlines, restoring court evidence and handing permanent leadership independently tested continuity controls.
The mandate
The digital-court director departed after receipt and docket timestamps diverged during an outage, affecting a bounded group of filings near statutory deadlines. Clerks preserved evidence and judicial officers are determining case consequences, but identity, upload, payment, receipt, service and case-association events cannot be reconstructed consistently. The service needs executive recovery without intruding on judicial decisions.
The interim must start within two weeks for nine months, leading affected-filing review, platform repair, continuity exercises and successor induction. A permanent search begins after the first sixty-day operating baseline. Five weeks of overlap are reserved; the fixed term will not extend for optional digital-service expansion or unresolved cases whose legal disposition lies outside platform control.
Handover requires every filing to resolve to authenticated submitter, document hash, upload, fee, receipt, effective filing time, service, docket and correction; affected records must be dispositioned administratively; and two outage exercises must pass. The successor will command an unseen deadline event and accept residual legacy-case, payment and external-service dependencies.
The interim may pause releases, quarantine record associations, enforce manual filing continuity, direct the authorised CA$29 million recovery and appoint temporary incident leads. Legal deadline interpretation, case disposition, permanent appointment, access-policy change and spend above budget require judicial or administration approval. The platform seat cannot amend a court record or decide whether a filing was legally timely.
Judicial case management, procedural rule reform and digitisation of historical files without active legal or retention need are outside this assignment. The leader may require interfaces and preserved evidence but does not own adjudication, legal aid or courtroom technology. Recovery must support due process by making administrative events trustworthy and professional authority explicit.
Why this seat is open
The timestamp divergence exposed a platform event whose legal consequence could differ by case, followed by departure of its executive owner. Clerks and judges can address individual matters but cannot redesign operational controls alone. A temporary leader must restore filing evidence while respecting complete separation from judicial determination.
