The mandate
Piezometers, survey, satellite movement, inspections, deposition plans and water balances are reviewed through different site tools, making group assurance dependent on manually assembled monthly packs. Alerts carry technical thresholds but often lack facility context, instrument health and the accountable operating decision. Ahead of the wet season, the group needs a platform design that strengthens engineering judgement rather than pretending sensors certify stability.
The deliverable is a Tailings Decision-Evidence Platform Blueprint applied to four facilities with contrasting design and maturity. It must include facility and instrument identity, calibration, threshold governance, observation confidence, inspection linkage, escalation, decision recording and emergency continuity. A reference evidence view and field-tested playbook will distinguish automated detection, engineering interpretation and formal accountable action.
Milestone one at week three supplies facility journeys, source gaps and decision-risk ranking. Week seven concludes milestone two with architecture, contracts and threshold governance. At week twelve, milestone three delivers reference views and wet-season disruption exercises. The accepted blueprint, site rollout, supplier requirements and assurance pack form milestone four in week seventeen.
Acceptance requires site engineers to reconstruct twelve unseen alerts from raw observation through instrument health, interpretation, escalation and disposition; the independent technical reviewer must approve evidence boundaries; and four failure scenarios must invoke correct manual continuity. The two sponsors sign only after a site team changes one threshold under controlled governance and repeats the complete evidence chain unaided.
The client will provide design records, instrument inventories, calibration, readings, surveys, inspections, water balances, deposition plans, incidents and assurance requirements. Site engineers and the independent reviewer will attend workshops; client technology teams build reference connections. Accountable engineers retain stability judgements, while the group tailings head resolves source and escalation disputes promptly.
Why this is external work
Site teams understand facilities, vendors understand instruments and group assurance understands oversight, but none can neutrally set a common evidence boundary without defending current practices. The work also requires rare fluency across geotechnical decisions and platform controls. External design can be independent of sensor resale while respecting designated engineer and emergency-command authority.
What you will own
- Map surveillance, inspection, water, deposition and emergency decisions to evidence and accountable roles at each selected facility.
- Define facility, structure, instrument, reading, calibration, threshold, observation and interpretation identities with effective history.
- Specify contracts for quality, latency, confidence, outage, correction and acknowledgement across instruments, surveys and human inspections.
- Design alert paths that expose instrument health and contextual evidence before an accountable engineer records disposition.
- Exercise sensor drift, communications loss, threshold change, extreme rainfall and conflicting visual-versus-instrument evidence.
- Compare platform options through field operability, offline continuity, evidential integrity, supplier exit, security and lifecycle cost.
- Transfer threshold change, evidence review and wet-season rehearsal to site teams and group assurance owners.
Candidate qualifications
- Led enterprise digital monitoring or assurance for tailings, dams, mines or comparable high-consequence geotechnical infrastructure across several operating sites.
- Connected instrumentation, inspections and operating context without presenting telemetry as a substitute for professional judgement.
- Governed calibration, threshold and alert changes with complete effective history and accountable engineering approval.
- Designed offline and manual continuity for remote facilities facing communications, weather and instrument-quality constraints.
- Worked with independent technical reviewers and regulators while preserving evidence and designated accountability.
- Delivered a multi-site platform model unaffiliated with instrumentation, monitoring or systems-integration suppliers.
