The mandate

The reefer operations head was removed after two power events and a monitoring backlog left the terminal unable to prove temperature custody for pharmaceutical, protein and fruit imports. Plug maps disagree with physical occupation, alarm acknowledgement does not prove intervention, and carrier remote-monitoring records arrive after cargo owners demand decisions. Generator capacity assumes orderly yard zoning that congestion has defeated. A temporary executive must restore physical and evidence integrity immediately.

A ten-day arrival requirement starts this fixed six-month recovery while recruitment for the permanent post proceeds. Every live reefer is reconciled, critical cargo protected, backup generation load-tested and one alarm command established within the first 21 days. New zoning and response rules must survive two seasonal import peaks. In the final month, claim cohorts are closed, temporary controls are withdrawn and the permanent leader directs a full outage simulation.

The exit certificate must show, for every reefer, its location, plug, power, set-point, alarm and custody evidence. It must also prove backup generation against the approved priority plan under load, eight consecutive weeks of compliant alarm response and named dispositions for all unresolved excursions. Capacity limits, maintenance condition, carrier interfaces, claims evidence, critical-cargo priorities and the completed outage-and-recovery exercise then become the successor’s baseline.

The interim may rezone reefer blocks, allocate plugs and generators, require manual monitoring, suspend unsafe equipment, direct terminal teams and approve cargo-protection measures up to ZAR 12 million. Cargo disposal, liability admission, tariff change, permanent appointments and capital above delegation require authorised approval. The leader cannot change shipper set-points without authority, release customs-held cargo or determine pharmaceutical product suitability.

Permanent terminal-system replacement, utility-network expansion, legal settlement and redesign of customers’ cold chains are outside scope. The executive will preserve evidence and specify operating requirements but will not become product-quality certifier or claims counsel. The assignment is a six-month recovery of terminal custody and resilience, not a guarantee against every cargo excursion.

Why this seat is open

A leadership removal followed high-consequence power incidents while temperature-sensitive imports remained in the yard. Existing managers own electricity, equipment or cargo flow separately and cannot arbitrate all priorities. The board has created a temporary command seat to protect cargo and evidence before a permanent operator can be appointed.

• Test backup generation under realistic yard load, cable routing, fuel, maintenance and simultaneous-failure conditions.
• Contain temperature excursions while preserving carrier, shipper, customs, insurer and product-quality authority boundaries.
• Close claim cohorts through source evidence and authorised remedies without making liability or clinical-suitability determinations.
• Induct the successor through live capacity, maintenance, exceptions and a passed outage-and-recovery exercise.

Candidate qualifications

• Held reefer-terminal or refrigerated-container operating authority during power, monitoring or yard disruption.
• Has protected pharmaceutical, food and other temperature-sensitive cargo through constrained plug and generator capacity.
• Understands set-points, alarm evidence, manual checks, backup load, custody and claims preservation across carriers and terminals.
• Can prioritise cargo without assuming ownership of shipper instruction, customs release or product-quality disposition.
• Personally ran multi-shift outage recovery and verified physical conditions against remote monitoring records.
• Completed a permanent handover after emergency power and manual controls were tested and retired.

Non-negotiables

• Available in Durban within ten days for six-day onsite command across all shifts.
• Brings direct reefer-yard authority; cold-chain auditing or claims analytics alone is insufficient.
• Accepts shipper, customs, product-quality, liability, tariff and board boundaries.
• Will disclose carrier, terminal, generator, monitoring, insurer and cargo-owner interests before appointment.
