A Singapore aviation-maintenance group needs a ten-month recovery leader after academy completion stopped predicting task readiness, restoring qualified technician deployment across three complete training waves.

The mandate

The academy graduates technicians on schedule, yet maintenance leaders report extended supervision, repeated error patterns and reluctance to assign complex tasks. Course completion, licence modules, equipment differences and observed workplace competence are stored separately. Instructors are rewarded for throughput rather than transfer, and recurrent training is triggered by calendar instead of changing fleet, tooling or error evidence.

The ten-month assignment starts within two weeks and covers academy containment, three training waves, workplace qualification proof and permanent-leader handover. A fleet addition, maintenance task change, tooling update, error trend, station transfer, instructor change or prolonged task absence becomes a controlled learning event. Six weeks are reserved for overlap; no extension will cover ordinary academy management.

Exit requires task-based curricula, prerequisite and diagnostic rules, calibrated instruction, simulation standards, supervised-practice logs, qualified assessor evidence, deployment gates, recurrent triggers and three waves meeting readiness thresholds. The successor must reconfigure a learning pathway for an unseen aircraft variant and qualify the first cohort without using the interim’s judgement informally.

The leader may suspend courses whose completion lacks readiness evidence, reallocate instructor and simulator capacity, require station feedback, change temporary faculty, set qualification gates and control S$38 million of authorised recovery investment. Maintenance executives retain work release; licensed signatories retain certification; Quality and regulators retain independent authority; managers make individual deployment decisions.

Maintenance procedure design, licence issuance, engineering approval, workforce reduction, collective bargaining, vendor procurement and regulator negotiation are outside scope. The interim may align learning to approved technical standards but cannot amend them or certify individuals personally. Operational shortages will not justify graduating incomplete competence or replacing observed performance with written-test scores.

Why this seat is open

The academy optimised enrolment and completion while the operational customer absorbed the cost and risk of incomplete transfer, then the leader departed after readiness concerns escalated. Temporary authority must reconnect training with task performance across real maintenance waves and leave a successor who can respond to fleet change.

What you will own

  • Map safety and reliability-critical maintenance tasks to prerequisites, knowledge, simulation and observed workplace performance.
  • Rebuild diagnostics, learning pathways, practice ratios, instructor guides and failure-specific remediation by technician segment.
  • Calibrate instructors and workplace assessors using common evidence, borderline cases and inter-rater reliability.
  • Connect course completion with supervised practice, task authorisation, deployment, error trends and supervisor feedback.
  • Establish recurrent triggers for fleet, tooling, procedure, role, station, absence and incident changes.
  • Command three training waves plus an aircraft-variant, instructor-quality and post-course error simulation.
  • Transfer academy authority after the successor independently redesigns and governs an unseen technical pathway.

Candidate qualifications

  • Held executive technical-academy authority in aviation maintenance or another regulated, safety-critical skilled workforce.
  • Converted approved maintenance tasks into learning, supervised practice and observable readiness evidence.
  • Recovered academies where completion rates masked extended supervision, inconsistent assessment and workplace errors.
  • Calibrated instructors and assessors across equipment variants, stations and recurrent-training conditions.
  • Preserved boundaries among learning, licensed certification, maintenance release, engineering, Quality and regulators.
  • Handed a recovered academy to permanent leadership through multiple live cohorts, formal instructor recalibration and unfamiliar fleet-change scenarios without specialist dependence.

Non-negotiables

  • Available within two weeks for full-time Singapore leadership and six maintenance-station residencies.
  • Direct safety-critical technical-academy recovery experience is required; corporate learning leadership alone is insufficient.
  • No undisclosed relationship may involve training vendors, aircraft manufacturers, regulators, unions or assessment suppliers.
