The mandate

Field engineers carry vendor certificates, product courses, safety permissions and locally observed qualifications that cannot be interpreted consistently when they cross factories or customer sites. Similar skill names hide different equipment revisions and evidence strength, while customer-specific authorisations expire outside the learning platform. Deployment planners therefore rely on manager memory and overuse a small group of trusted experts.

The engagement deliverable is a Technical Skills Passport Architecture linking person, skill, equipment family, revision, task, proficiency, evidence source, assessor, jurisdiction, customer constraint, issue date, expiry and transfer rule. It must separate portable capability from site authorisation and show uncertainty instead of converting all credentials into a single confidence score. Milestone one at week four accepts skill and credential populations; week eight approves semantics and evidence hierarchy. Week thirteen completes six role and equipment pilots; week eighteen tests customer-site transfer. At week twenty-two, accepted passport specifications, issuer governance, privacy controls, adoption priorities and trained client stewards complete delivery.

Acceptance requires service planners to identify qualified candidates for twelve unfamiliar tasks, authorised assessors to validate evidence and customer teams to apply local restrictions without erasing portable capability. The Global Service President signs only after client owners process an equipment revision and cross-border deployment without consultant translation or manager-memory exception.

The client will provide skill libraries, course and assessment records, equipment taxonomies, service tasks, customer access requirements, safety authorisations, workforce data, privacy rules, deployment history and named issuers. The consultant does not issue credentials, certify technicians, select individuals, operate the passport platform, override customer access, negotiate labour terms or choose technology vendors.

Why this is external work

Academies, factories and customers each use valid but incompatible skill evidence, while platform providers favour universal schemas that hide local authority. Independent architecture can establish portable meaning and bounded transfer without certifying people, controlling deployment or allowing any one vendor to own the company’s competence language.

What you will own

  • Define skill, task, equipment, revision, proficiency, evidence, issuer, assessor, authorisation and expiry entities with governed relationships.
  • Create evidence tiers for instruction, simulation, supervised practice, repeated observed performance and independently validated prior experience.
  • Map portability and local restriction across factories, jurisdictions, customer sites and equipment configurations.
  • Govern credential issue, update, suspension, expiry, renewal, revocation, equivalence and disputed evidence.
  • Establish privacy, employee access, correction, data minimisation, verifier access and retention requirements.
  • Rehearse equipment revision, customer restriction, expired safety permit, disputed equivalence and cross-border transfer.
  • Deliver passport data model, governance charter, evidence rules, regional pilot results and prioritised implementation backlog with owners.
