The mandate
Fleet availability has risen while productive offshore days fall because maintenance release, crew readiness, port windows, deck configuration and customer call-offs are planned separately. Several vessels wait technically available but commercially unusable; others sail with avoidable empty legs. The marine operations executive resigned after charter claims and common-mode equipment outages exposed incomplete fleet-level decision ownership.
The interim begins within fourteen days for eleven months, taking fleet operating authority through maintenance rebalance, contract recovery and two offshore campaign peaks. The first seven weeks reconstruct vessel-day truth and loss causality; subsequent waves reset scheduling, readiness and customer handoffs. Permanent recruitment begins after month five, with eight weeks of paired fleet command and two live call-off cycles before handover.
Handover requires vessel-day genealogy, technical and crew readiness, configuration standards, port and base capacity, charter-call rules, maintenance priorities, customer evidence and voyage economics. Completion is proved when the successor absorbs simultaneous vessel failure and port closure, reallocating work without marine-safety breach, contract misinformation, uncontrolled fatigue, hidden empty sailing or interim assistance.
The leader may reallocate vessels within charter and technical limits, resequence planned maintenance, reserve port and base capacity, approve substitute tonnage within R$65 million, replace recovery leads and settle operational claims within delegation. Marine assurance, vessel certification, contract amendment, permanent supplier award, workforce dismissal and expenditure above authority require accountable approval. Masters retain command of their vessels.
Fleet acquisition, customer pricing, new offshore-field design, collective bargaining, regulatory representation and replacement of fleet-management systems are excluded. The interim cannot pressure a master or technical authority, misstate readiness, exceed fatigue rules, substitute a non-compliant vessel or improve utilisation by deferring critical maintenance. Commercial allocation must never be presented as navigational command.
Why this seat is open
The prior executive left when a vessel-day review showed that availability measures excluded port, crew, configuration and customer usability. Temporary fleet authority is needed ahead of campaign peaks while the group recruits a permanent operator able to integrate marine safety with contract and technical reality.

- Govern operational claims through event, custody, communication, contract and cost evidence.
- Command six scenarios covering vessel failure, port closure, crew shortage, equipment recall and demand conflict.
- Transfer fleet authority after the successor completes two call-off cycles and one compound disruption.
