Pension Benefit-Record Recovery Authority — Public Retirement

Urgent / Unplanned

Pension Benefit-Record Recovery Authority mandate in Edinburgh, United Kingdom · Public Pension Administration

A UK public pension administrator needs a twelve-month executive authority after service-history conversion defects affected quotations, restoring benefit evidence and handing permanent leadership tested calculation controls.

The mandate

The records director resigned after testing found that converted service breaks and protected-status markers produced incorrect retirement quotations for a bounded member cohort. Payments have not been altered, but administrators cannot consistently trace source payroll, scheme event, correction and calculation rule through several historical migrations. The committee has paused automated quotations for higher-risk histories pending executive remediation.

The interim must join Edinburgh within three weeks for twelve months, leading cohort review, record recovery, calculation qualification and successor induction. A permanent search starts in month four after Administration and Actuarial accountabilities are agreed. Six weeks of overlap are reserved; extension is possible only if a court or policy determination changes the review perimeter after handover conditions are otherwise met.

Handover requires every affected member to have effective service, contribution, salary, status, transfer and correction evidence linked to calculation version and disposition; two annual-cycle simulations must pass; and three monthly payroll reconciliations must close without unexplained variance. The successor will approve an unseen complex-history quotation and accept residual employer, archive and legal-interpretation dependencies.

The interim may suspend automated calculations, quarantine records, set evidence thresholds, direct the authorised £32 million remediation and appoint temporary record-recovery leads. Scheme interpretation, member remedy, permanent appointments, actuarial assumption and spend above budget require authorised officers or committee approval. The platform authority cannot determine an individual legal entitlement.

Investment administration, member-communications redesign and cleansing dormant records without an active entitlement or retention need are outside this assignment. The leader may require employer and payroll evidence but does not own contribution policy, benefit design or actuarial valuation. Recovery must preserve historic record truth while separating evidence from accountable scheme interpretation.

Why this seat is open

The conversion defect exposed a long-lived records estate whose local totals reconciled while individual benefit history did not. Resignation removed authority during a member-impact review and quotations pause. A temporary pension operator must restore traceable calculation inputs and leave permanent leadership able to handle complex histories independently.

What you will own

  • Bound affected members through service, break, contribution, salary, protection, transfer, correction and calculation evidence.
  • Define effective record state and authoritative source through employer amendment, payroll correction, scheme migration and legal hold.
  • Decide which quotations may automate, require administrator review, need employer corroboration or must remain suspended.
  • Direct simulations covering multiple employments, protected status, service break, transfer-in, retroactive pay and beneficiary change.
  • Reconcile record, calculation, payment and general-ledger views while leaving entitlement decisions with scheme officers.
  • Govern remediation against reviewed members, reproducible quotations, employer response and reduced manual archive reconstruction.
  • Transfer authority through an unseen case, payroll close and successor acceptance of employer and archive debt.

Candidate qualifications

  • Held executive pension administration, member-data or calculation-platform authority in a large defined-benefit or public scheme.
  • Reconstructed individual service and contribution histories across employers, payroll corrections and legacy migrations.
  • Qualified complex benefit calculations while preserving separation between data evidence and scheme or legal interpretation.
  • Led member-impact review after conversion or calculation defects under regulator, trustee or committee scrutiny.
  • Stopped automation for high-risk cohorts without paralysing routine administration and payment continuity.
  • Handed a recovered pension platform to permanent leadership through annual-cycle and unseen complex-case testing.

Non-negotiables

  • Available within three weeks for exclusive Edinburgh service with employer and archive travel as required.
  • Has governed defined-benefit calculation evidence; generic wealth or payroll platform work is insufficient.
  • No undisclosed relationship with the incumbent administrator, calculation vendor, actuarial adviser or assurance provider.
  • Will preserve member fairness and historic evidence even if cohort exposure grows beyond initial estimates.
