The mandate

Accelerated drilling filled cuttings skips and fluid tanks faster than supply vessels and two approved treatment plants could turn them. Rig logs, deck manifests, shore weights and receiver analyses now describe different quantities; rainwater, mixed well sections and missing seals have triggered rejected loads. Empty skips are unavailable offshore while quarantined units consume the marine base. The environmental logistics head was removed after an audit could not trace three backhaul cohorts to accepted treatment. The interim takes command of released waste movements and reusable container circulation, while well control, waste classification, marine command and treatment acceptance stay with authorised specialists.

Twelve months are available, with an Abu Dhabi start inside two weeks and operating rhythm set by well sections and vessel sailings. The first five backhaul rotations receive 100% seal, identifier, declared-content, gross-weight and deck-position checks. Before day thirty, every skip and tank must have a visible state and authorised exception owner. The next campaign sequence aligns rig generation, empty-container return, weather deck, vessel lift, base offload, sampling and receiver slots. Recruitment begins after the first three reconciled well sections. Summer capacity is then proven through a concurrent vessel loss, treatment outage and unexpected fluid-return surge under successor observation.

The permanent vice president assumes the seat only after releasing two vessel plans, closing eight well-section cohorts through receiver certificate or lawful rejected-load route, and restoring empty skips to the correct offshore units without informal borrowing. Physical container count, manifest weight, shore scale and treatment mass must reconcile within approved tolerances; dilution, retained solids and recovered oil or water remain visible. Transfer includes rig generation profiles, skip and tank register, sailing and deck constraints, laboratory clocks, receiver specifications, quarantines, rejection disputes, environmental commitments, contractor remedies and the next campaign’s container-circulation board.

Within the approved AED210 million recovery envelope, the interim may allocate company-controlled skips and tanks, reserve vessel backhaul space, sequence marine-base offload, assign sampling appointments, quarantine a cohort, redirect eligible material among already approved receivers, hire temporary cleaning or storage capacity and suspend a logistics contractor for custody failure. The role cannot classify waste, alter a drilling-fluid programme, declare a deck safe, overrule a master, release a vessel, approve treatment, settle a regulatory breach, appoint a new disposal route or change permanent contracts without HSE, drilling, marine, legal, procurement or committee authority.

Drilling design, well control, offshore discharge decisions, laboratory method approval, treatment engineering, environmental permitting and long-term base construction sit outside the mandate. Progress may not be manufactured by mixing well sections, adding liquid to reach a receiver specification, moving rejected material under a new identifier, counting shore receipt as treatment or returning an unclean skip as available offshore capacity. Success is an auditable rig-to-receiver and receiver-to-rig circulation that protects drilling continuity while every quarantine, residue, rejection, variance and unavailable container remains visible to permanent leadership.

The campaign expanded faster than the reverse marine chain that removes waste and returns clean containers. Separate rig, vessel, base and treatment records allowed apparent capacity to coexist with offshore shortage and downstream rejection. • Reset rig, marine, base, laboratory, contractor and receiver handoffs for identification, weight tolerance, sampling clock, rejection notice, redirection and certificate closure.
• Close missing seals, duplicate identifiers, mixed well sections, unexplained weight, contaminated containers and refused loads through physical and counterparty evidence.
• Exercise vessel withdrawal, simultaneous treatment outage and fluid-return surge while preserving deck, storage, sampling and lawful destination constraints.
• Install the permanent vice president through two vessel releases, eight closed well-section cohorts and transfer of quarantines, commitments, contractors and container circulation.

Candidate qualifications

• Has held executive offshore waste, marine logistics or drilling-supply authority across multiple rigs, supply vessels, bases and approved treatment routes.
• Can evidence a recovery where rig volume, vessel manifest, shore scale and receiver mass initially failed to describe the same material.
• Understands cuttings skips, fluid tanks, seals, dangerous-goods interfaces, weather-deck planning, marine backhaul, sampling, treatment acceptance and container cleaning.
• Has protected drilling continuity while preserving waste-classification, well-control, master, HSE, laboratory, regulatory and receiver decision rights.
• Can distinguish waste generated, container filled, sealed load, manifested deck unit, shore receipt, sampled cohort, accepted treatment and lawful residue.
• Has handed a recovered reverse-marine operation to permanent leadership after vessel, receiver and unexpected-generation failures were exercised together.

Non-negotiables

• Can start onsite in Abu Dhabi within two weeks and rotate weekly among rigs, vessels, marine bases and treatment facilities.
• Will not classify waste, alter fluid programmes, release vessels, override masters, approve treatment or represent regulatory acceptance.
• Brings direct offshore drilling-waste or reverse marine-logistics command; ordinary waste contracting or vessel chartering alone is insufficient.
