National Emergency-Shelter Service Architect

The mandate

Recent floods required three councils to open shelters simultaneously, yet activation thresholds, accessibility checks and supply requests differed by jurisdiction. Families were moved twice, disability support arrived late and volunteer registers could not be reconciled at closure. The defined problem is to create a national shelter service that can expand across boundaries without erasing local command, cultural obligations or the distinction between short refuge and longer temporary accommodation.

The named deliverable is a National Emergency-Shelter Service Architecture covering warning-to-arrival demand, site readiness, activation authority, registration, privacy, family unity, disability and health support, safeguarding, animals, food, sanitation, medicines, volunteer credentialling, donations, resupply, public information, transfer, reunification, closure and return. It will include shelter archetypes, minimum service states, decision rights, data fields, stock and staffing models, mutual-aid triggers, field playbooks and an implementation cost range.

Five milestones govern six months. Week four concludes journey and failure reconstruction from four emergencies. Week nine tests service archetypes for urban evacuation, isolated community, overnight transit and prolonged displacement. Week fourteen produces mutual-aid, stock and workforce options. Week twenty runs an overnight multi-region exercise including communications loss and inaccessible roads. Week twenty-four delivers the accepted architecture, regional variances, commissioning plan and twelve-month readiness backlog.

Acceptance rests with the deputy chief executive and interagency group; local controllers, public-health officers and safeguarding authorities retain statutory approval. The work is accepted only when eight regions can activate from the same minimum evidence, an evacuee record follows authorised transfer without duplicate registration, priority supplies arrive within tested thresholds, accessible places remain usable, and closure accounts for people, stock, incidents, costs, records and unresolved welfare needs.

The client agency provides emergency reviews, council plans, facility surveys, demographic and hazard assumptions, supplier agreements, volunteer data, privacy assessments, cost records and access to exercises. Consultants will not command incidents, open or close live shelters, determine evacuation, deliver clinical care, approve facilities or hold personal data outside controlled systems. Housing strategy, permanent relief reform and procurement execution are excluded; gaps requiring statutory interpretation remain explicit dependencies.

Why this is external work

Councils have capable welfare teams, but each has designed around its own facilities, volunteers and hazards. A national architecture must expose where mutual aid fails and which minimums travel without imposing a central operating command. Independent field experience can reconcile practical shelter flow, vulnerable-person safeguards and logistics evidence before the next event tests them for real.

What you will own

• Reconstruct four shelter responses from warning, activation and arrival through transfer, closure and continuing welfare referral.
• Define shelter archetypes, minimum service states and local-versus-national decision rights for distinct hazards and durations.
• Model people, accessible space, sanitation, food, medicines, staff, volunteers, pets, stock and resupply under road loss.
• Design privacy-preserving registration, family-linking and authorised transfer evidence that works during connectivity failure.
• Exercise overnight activation across multiple regions with volunteer shortage, communications loss and displaced demand.
• Specify readiness assurance for facilities, supplier call-off, safeguarding, cultural support, health escalation and closure accounting.
• Deliver the accepted architecture, regional variance register, cost range, commissioning plan and owned readiness backlog.

Candidate qualifications

• Has designed or led multi-jurisdiction shelter, humanitarian reception, evacuation welfare or comparable displaced-person services.
• Can evidence an operating design tested overnight with real facilities, field teams and degraded communications.
• Understands accessibility, safeguarding, public health, volunteer credentialling, relief logistics, privacy and local incident command.
• Has reconciled common national minimums with Indigenous, cultural, community and municipal operating responsibilities.
• Can quantify shelter capacity as a service bundle rather than count nominal floor spaces or registered beds.
• Has delivered accepted playbooks and commissioning evidence without assuming authority held by emergency controllers.

Non-negotiables

• Can attend eight regional workshops and both overnight exercises during the six-month engagement.
• Will not command incidents, determine evacuation, approve facilities or retain evacuee data outside client systems.
• Brings direct emergency-shelter or displaced-person operating experience; desktop continuity planning alone is insufficient.
• Will preserve accessibility, family unity, safeguarding incidents and unmet welfare demand in all capacity evidence.
