Cable-Landing Interconnection Recovery Leader

Cable-Landing Interconnection Recovery Leader mandate in Chennai, India · International Carrier Infrastructure

A regional carrier needs a fourteen-month executive after a failed power transfer and overlapping marine maintenance exposed unsafe restoration dependencies at its busiest Indian cable landing station.

The mandate

A utility transfer failure at the Chennai landing station coincided with planned marine work on an alternate route, forcing network control to improvise restoration through capacity whose cross-connect documentation and optical margins were stale. Priority customers remained degraded long after raw capacity returned. The interconnection executive was removed when the review exposed single-person knowledge, untested generator sequencing and contractual restoration promises unsupported by physical route diversity.

The interim must assume the Chennai seat within fifteen days and lead for fourteen months. A permanent regional interconnection search will start once power, facility and backhaul dependencies have been reconciled across both Indian landing locations, forecast for month seven. At least six weeks of overlap will let the selected successor command a maintenance window and an unannounced continuity drill.

Handover requires verified end-to-end diversity for every priority service, dual-source station power to complete full-load transfer tests, spares and optical recovery paths to meet agreed restoration windows, two multi-failure exercises to finish without undocumented manual workarounds, and the successor to sign the capacity, maintenance and escalation registers. Restoring aggregate bandwidth without service-level evidence is not completion.

The interim may halt maintenance, reroute capacity, set restoration priorities, change temporary operating procedures, redeploy existing staff and approve up to ₹40 crore within the board-authorised recovery plan. New long-term capacity contracts, permanent hires, route sales, structural workforce changes and single decisions above ₹8 crore require network chief or committee approval. The seat cannot direct marine vessels outside contracted emergency protocols.

International capacity sales, consumer access-network performance, new cable investment and general corporate cybersecurity are expressly out of scope. The mandate owns landing-station power and optical readiness, terrestrial interconnection, physical route evidence, restoration command, partner escalation and the operating capability required to survive overlapping faults.

Why this seat is open

The outage showed that nominal route diversity ended at shared power, backhaul and operational knowledge, and the executive removal left a fragmented restoration chain. Carrier customers are demanding auditable remedies before renewing protected-capacity commitments. The group needs a temporary leader who can exercise the physical system under stress and induct permanent ownership without disrupting active marine schedules.

What you will own

  • Reconstruct the failure across utility feeds, switchgear, generators, cooling, optical terminal equipment, cross-connects, terrestrial paths and control-room decisions.
  • Trace priority circuits through wet segment, landing equipment, meet-me rooms, backhaul, peering and customer handoff to expose hidden common points.
  • Decide restoration classes, protected-capacity reservations, spares positions and maintenance collision rules using contracted customer consequence.
  • Commission full-load power transfers and optical recovery tests with safe rollback, witnessed measurements and defect ownership.
  • Establish one regional maintenance calendar joining marine work, terrestrial changes, station interventions, capacity loans and embargo periods.
  • Command multi-failure exercises involving station isolation, backhaul cut, optical degradation, staff unavailability and partner escalation across borders.
  • Transfer route maps, measured margins, customer obligations, spares, permits, unresolved defects and command routines through successor-led operations.

Candidate qualifications

  • Held senior operational authority for international cable landing, optical transmission or carrier interconnection across multiple jurisdictions.
  • Recovered a landing station or long-haul network from compounded power, optical, backhaul or maintenance failures under customer pressure.
  • Verified physical path diversity from wet segment through terrestrial handoff instead of accepting logical circuit labels as proof.
  • Led high-risk power and transmission exercises with formal safety controls, rollback criteria and independent witnessing.
  • Negotiated restoration priorities among consortium parties, terrestrial carriers, facilities operators and customers holding conflicting contractual positions.
  • Handed a network-recovery command to permanent leadership using observed maintenance and incident decisions rather than static runbooks.

Non-negotiables

  • Can begin on site in Chennai within fifteen days and travel monthly to alternate landing and control facilities.
  • Will accept exclusive executive duty and continuous escalation availability during marine work and recovery exercises.
  • Brings direct cable-landing or international optical operations; enterprise WAN and procurement experience alone do not qualify.
  • Must disclose current interests involving cable consortia, carriers, equipment vendors, marine contractors and facility operators.
  1. 49 words maximum. State your earliest Chennai start and the most complex cable-restoration command you personally held.
  2. 49 words maximum. Describe a supposedly diverse circuit pair that failed at one shared physical dependency.
  3. 49 words maximum. Which measurements must be witnessed before a protected international service is returned after optical restoration?
