The mandate

An acclaimed first cable-car line is being used as the reference for three corridors with different slopes, wind regimes, neighbourhood access, interchange patterns and emergency reach. Investment papers compare passengers and construction cost, while the board cannot see the operating effort required at feeder stops, queues, accessible transfers or prolonged stoppage. The adviser’s standing question is what actually transfers from the first line and which corridor needs a different service, staging or stop decision.

The cadence is four days monthly: one corridor-evidence review, one passenger-and-resilience challenge, chair preparation and either committee attendance or field observation. Five committee sessions, three route walks, one control-room immersion and two evacuation observations are included. A material operating-readiness question receives a response within forty-eight hours. Live operations, engineering approvals, emergency command, procurement and community commitments remain with executives and authorities.

The term lasts ten months through corridor option selection, one capital gate and the wet-season operating review. A single two-month renewal may be approved if a named sanction decision moves outside term and conflicts are refreshed. The adviser concludes with corridor archetypes, transferability findings, operating evidence gates, decision history and unresolved accessibility, feeder, wind, rescue and lifecycle-capacity assumptions for committee ownership.

The adviser has no line authority, executive accountability, engineering sign-off, emergency role, procurement mandate or board vote. Management operates the network and prepares proposals; qualified officers determine safety, design and accessibility; directors sanction capital. The adviser may challenge demand, operating evidence, corridor comparison and staging, but cannot approve routes, set fares, direct control rooms, certify evacuation, select suppliers or speak for affected communities.

Relationships with ropeway suppliers, civil contractors, engineering advisers, transport operators, landowners, lenders, property interests, accessibility bodies or corridor bidders require disclosure. A current engagement for a party under committee review triggers recusal. Other non-conflicting work may continue within cadence. Compensation is independent of route approval, passenger forecast, contract award, land decision, financing, construction milestone or public-support outcome.

Why the board wants this voice

The first line created deserved confidence, but success can become an unsafe analogy when topography, demand and emergency access change. Directors want an operator who understands the complete passenger journey and degraded modes. Independent challenge will test expansion claims without displacing engineering assurance, municipal planning or the accountable executives running today’s network.

Candidate qualifications

  • Has governed aerial ropeway, metro, funicular or comparable high-capacity urban passenger networks through expansion decisions.
  • Can evidence a corridor recommendation changed when operating conditions defeated a successful reference-line analogy.
  • Understands station flow, accessibility, feeder integration, control rooms, weather limits, evacuation, maintenance and passenger recovery.
  • Has challenged capital and demand sponsors while preserving engineering, safety, planning and community decision boundaries.
  • Can distinguish nominal cabin capacity, sustainable line throughput, interchange capacity and complete door-to-door benefit.
  • Is independent of relevant suppliers, contractors, operators, engineering firms, lenders and corridor property interests.

Non-negotiables

  • Can attend five La Paz committee sessions and complete all six corridor and emergency evidence visits.
  • Will not approve routes, certify designs, direct operations, validate evacuation or represent community consent.
  • Brings direct high-capacity passenger-network governance; tourism cableway or general infrastructure investing alone is insufficient.
  • Will disclose supplier, contractor, operator, adviser, lender, land and property relationships before corridor review.
