An Istanbul parcel network seeks an independent adviser to test earthquake continuity across hubs, linehaul, people and digital control, then guide board assurance over ten months.

The mandate

The board cannot determine whether continuity investment should prioritise hub reinforcement, duplicated sort capacity, alternate linehaul or digital recovery. Existing plans assess buildings independently and assume roads, bridges, fuel, power, telecommunications and employees remain available around them. They therefore miss the correlated network loss that a major Marmara event could create across the European and Asian sides of Istanbul, including backlog propagation into Ankara and Izmir.

The adviser commits three days monthly, works remotely, attends quarterly two-day Istanbul reviews and joins the scheduled exercises in Ankara and Izmir. Between meetings, the cadence includes one monthly continuity challenge with the COO and written review of material network or property decisions. Urgent event questions receive acknowledgement within six hours and a reasoned board view within twenty-four, including stated assumptions when facts remain incomplete.

The term is ten months, renewable once for three months by a minuted Risk Committee decision after the final drill. Renewal depends on whether independent challenge is still needed for an identified assurance gap; routine capital delay, incomplete management action or a desire to retain general resilience counsel does not justify extending the appointment.

The adviser has no line authority, emergency command or engineering-signoff role and does not become part of the incident-management chain. Management retains life-safety decisions, hub closure, customer prioritisation, emergency expenditure, investment and regulator communication. The adviser may press the board to reject unsupported recovery claims, but executives remain responsible for acting before, during and after an event.

Conflicts include property engineers assessing the estate, insurers pricing the exposure, competing parcel networks, continuity vendors, telecom providers or landlords whose sites enter the scenarios. All relevant retainers, board seats and investments require pre-appointment disclosure. Any new engagement touching Turkish logistics, seismic assurance or network-recovery technology needs written chair clearance while confidential topology and vulnerability data remain accessible.

  • Test correlated loss scenarios spanning hubs, bridge and tunnel access, arterial roads, power, telecommunications, fuel, workforce availability and critical subcontractors.
  • Challenge stated recovery times by modelling sort-rate degradation, accumulating parcel backlog, missed linehaul waves and explicit priority rules for medicines and essential shipments.
  • Press management to separate life-safety gates from commercial recovery, documenting who may close, re-enter or abandon a facility under incomplete information.
  • Shape alternate linehaul, temporary cross-dock and mutual-aid options with activation triggers, usable capacity, driver access, customs consequences and hard limiting constraints.
  • Review recovery evidence for routing engines, handheld devices, address data, customer notifications and relocation of the network control room to a viable fallback site.
  • Observe exercises across normal and night shifts, exposing scripted success, absent external participants, unrealistic communications and actions that depend on unavailable specialists.
  • Guide capital ranking through avoided network loss, time-to-benefit, option value, correlated failure reduction and evidence that each intervention can be maintained.

Candidate qualifications

  • Governed enterprise continuity for a parcel, postal, transport or comparably time-critical distributed network with interdependent physical and digital nodes.
  • Can evidence executive decisions during an earthquake or comparable multi-node disruption, including the facts available, authority boundaries and measured recovery outcome.
  • Modelled backlog growth, constrained sort capacity, route loss and customer-service recovery across correlated facility and infrastructure failures.
  • Designed and observed operational exercises whose findings materially changed capital allocation, fallback capacity, property treatment or network configuration.
  • Advised boards while keeping independent assurance, life-safety command, structural engineering certification and executive accountability clearly separated.
  • Worked credibly with Turkish operations and cross-border logistics stakeholders, demonstrating practical understanding of Istanbul's geographic concentration and transport dependencies.
