The mandate
A development well encountered a pressure regime underweighted by the integrated interpretation, although the India team had flagged conflicting seismic and analogue evidence in workflow notes. Asset leaders viewed the GCC as software support and never invited its scientists into uncertainty arbitration. The global subsurface-digital head resigned after technical assurance found the same pattern in two research products nearing operational use.
The interim will begin in Houston within three weeks and serve for sixteen months, spending regular periods with India and selected asset teams. Recruitment of a permanent research-capability leader begins after two digital methods survive blind asset replay and one informs a live concept selection, expected around month nine. The successor will chair an uncertainty challenge and deployment gate during six weeks of overlap.
Handover requires four methods to connect data conditioning, geological assumptions, analytical uncertainty, interpretation alternatives and defined asset decisions; India scientific leads must hold formal challenge rights. Two blind replays and three deployment gates must be completed with documented dissent. The successor receives research portfolios, asset feedback, technical-assurance findings, source-expert dependencies and talent succession actions.
The interim may stop deployment of a digital method, require independent reinterpretation, redirect research specialists, retire an unsupported prototype and commit up to USD 14 million within the approved portfolio. Well execution, reserves reporting, acreage acquisition, field-development sanction and final subsurface accountability remain with authorised asset officers. India researchers may formally reject unsuitable data or use conditions.
Enterprise data-platform remediation, seismic acquisition, high-performance-compute procurement, routine asset staffing and scientific areas outside the four methods remain out of scope. The mandate covers research-to-asset transfer, interpretation challenge, evidence and uncertainty standards, India leadership maturity and permanent succession. It does not transfer statutory or accountable asset decisions to a research centre.

Asset teams own decisions but have underused dissent from India scientists, while research teams lack leverage to require appropriate application.
