Confidential Emerging Markets Finance Governance Director in Mexico City, Mexico, reporting to the Group Chief Financial Officer. Consulting Regional & Global Finance Leadership appointment at Director level, a 8-month mandate horizon; four days a week.

The mandate

This eight-month project will design and pilot finance governance for an emerging-markets portfolio without publishing client identity, sector, scale, products or systems. It must balance country obligation and information proximity with regional comparability, control and capital discipline.

Seven dated artifacts govern delivery: evidence baseline by 30 October 2026; decision taxonomy by 27 November; governance options by 15 January 2027; selected design by 26 February; live pilot one by 9 April; pilot two by 28 May; and final charter by 25 June. The Group Chief Financial Officer accepts each against evidence, decision precision and tested operation.

The director will address performance, cash, capital, controllership, process exception and finance talent decisions. Options must test currency, liquidity, management capacity and resilience. Genuine local obligation will be preserved; inherited custom requires justification.

The two pilots will deliberately use decisions with different failure modes. One will test a fast, reversible performance or resource choice; the other will test a high-consequence control or liquidity matter requiring several authority layers. The resulting evidence will show whether the architecture works under both speed and assurance pressure, not just in a cooperative workshop.

Management supplies authorised decisions, policies, calendars and participants. The director may recommend governance and coordinate pilots but cannot confer authority, approve policy, choose people, change banking rights or implement a permanent organisation.

Final acceptance requires two live pilots, measurable decision latency and follow-through, a residual-authority ledger and an executable transition plan. Workflow build and implementation are excluded.

The transition roadmap will sequence authority clarification, data improvement, chair capability and local adoption rather than treating publication as implementation. Each wave will have an observable behavioural test, such as a country deciding within delegation or a regional forum resolving cross-market trade-offs with recorded evidence. Unresolved capacity constraints remain explicit.

The final charter will include a review mechanism for currency stress, liquidity constraint and sudden leadership absence. These conditions can shift the appropriate decision level even when the underlying authority remains unchanged. Management will own when temporary escalation begins, what evidence it requires and how normal governance resumes.
