A metropolitan authority needs an executable operating model that connects forecasts, vulnerable-resident outreach, cooling facilities, transport, employers and emergency services before the next severe-heat season.

The mandate

The city has strong weather forecasts and capable emergency bodies, but residents experience heat protection as disconnected services. Alert thresholds do not consistently trigger cooling-centre hours, home outreach, transport changes, outdoor-work guidance or welfare checks; district lists contain uncertain vulnerability data; and ambulance pressure becomes the first reliable signal of failure. The defined problem is to create one operational service model from forecast confidence through local action and recovery, without presenting climate response as a communications campaign.

The named deliverable is an urban heat-response service blueprint covering trigger levels, decision rights, vulnerable-cohort outreach, facility activation, accessible transport, outdoor workforce measures, utility interfaces, clinical escalation, multilingual communication and post-event learning. It will include a district capacity atlas, service journey, minimum data protocol, partner compact, command design, exception register and costed readiness backlog. The model must work for residents who are isolated, unhoused, disabled, undocumented or unable to reach a cooling site independently.

Four milestones structure the assignment. By week three, milestone one reconstructs two prior heat events and maps service gaps across six districts. Week seven delivers risk cohorts, demand scenarios and three command alternatives. Week twelve concludes a tabletop and live district exercise testing forecast uncertainty, power interruption, transport disruption and prolonged night-time heat. At week sixteen, the final milestone provides the approved blueprint, readiness scorecard, partner obligations, investment sequence and a public-accountability note.

Acceptance rests with the deputy mayor and Resilience Steering Council, with public-health and civil-protection authorities retaining statutory judgments. The work is accepted only when two exercises demonstrate that each trigger has a named decision maker, vulnerable residents have an actionable contact or access route, facilities and transport can evidence capacity, and unresolved exceptions escalate within stated clocks. Six district leaders must validate feasibility, while the council explicitly records any residual service groups it cannot yet reach.

The authority will provide historic alerts, health and service aggregates, facility registers, transport plans, utility protocols, workforce rules, district contacts, supplier arrangements and approved access to community organisations. Consultants will not provide clinical advice, identify individual residents, command a live emergency, procure facilities, change labour rules or certify statutory compliance. Capital construction, forecasting-system replacement and long-term programme operation are excluded; missing personal data must lead to safe outreach design, not speculative resident profiling.

Why this is external work

Every service owner can describe its own response, yet no office has neutral authority to redesign dependencies across municipal, clinical, utility and community boundaries. Recent events created defensiveness about attribution, and the next season leaves a finite design window. External architecture supplies cross-city practice, exercise discipline and an acceptance-tested model while preserving public officials’ legal and operational accountability.

What you will own

  • Reconstruct two heat events from forecast issue through district action, resident access, clinical escalation and after-action learning.
  • Map vulnerable cohorts, service barriers, facility capacity and transport dependencies without creating unsafe individual-level surveillance.
  • Define trigger levels, decision rights, escalation clocks and minimum evidence for citywide and district action.
  • Design accessible cooling, outreach, welfare-check and transport journeys for residents facing mobility, language or documentation barriers.
  • Run tabletop and live district exercises covering power loss, forecast uncertainty, overnight heat and simultaneous service demand.
  • Specify partner obligations, readiness measures, data safeguards and unresolved-exception reporting for the steering council.
  • Deliver the approved blueprint, costed backlog, capacity atlas and public-accountability note before seasonal mobilisation.

Candidate qualifications

  • Has designed multi-agency heat, public-health, civil-protection or comparable climate-response operations for a major city.
  • Can evidence an exercise that exposed an inaccessible service assumption and changed the final operating design.
  • Understands forecast triggers, vulnerable-resident outreach, facility operations, transport, utilities and emergency escalation dependencies.
  • Has worked across statutory authorities and community organisations without confusing coordination with command authority.
  • Can design useful cohort evidence under privacy, documentation and data-quality constraints affecting marginalised residents.
  • Produces operational playbooks, decision matrices and acceptance tests that frontline districts can actually execute.

Non-negotiables

  • Can complete Athens district evidence walks and lead both exercises within the four-month seasonal window.
  • Will not create individual vulnerability scores or clinical conclusions outside authorised public-health arrangements.
  • Brings direct multi-agency service-design experience; climate strategy or public communication alone is inadequate.
  • Will preserve inaccessible populations and failed contacts in readiness reporting rather than remove them from denominators.
