The mandate

A fabrication expansion is receiving lithography, deposition, metrology and facility modules before certified floor zones, utilities and rigging paths are ready. Forwarders optimise arrival, construction teams optimise their packages and tool owners protect installation dates, leaving shock-sensitive crates in unsuitable bonded storage and consuming scarce heavy-haul slots twice. Two damaged accessories and a lost customs exemption window have moved the issue from scheduling into investment-committee recovery.

The interim must mobilise within three weeks and hold operating authority for eighteen months through base-build completion, three installation waves and the first qualified production lot. In the first sixty days, the leader will establish a single equipment identity, readiness gate and arrival decision for every critical tool. A permanent capital-logistics vice president will be selected by month twelve and shadow two full waves before assuming the final qualification phase.

Handover requires a reconciled tool-and-accessory register, supplier release discipline, lane and port contingencies, customs evidence, bonded-storage standards, rigging capacity, cleanroom entry rules and an installation sequence joined to construction constraints. Completion is demonstrated when the successor absorbs an unseen vessel rollover, utility-readiness slip and shock-indicator exception while protecting the critical path, physical custody and insurer evidence without interim intervention.

The leader may hold supplier dispatch, change entry gateway, reserve authorised premium freight, re-sequence non-critical tools, allocate approved buffer storage, direct forwarders and riggers, and release NT$2.6 billion of delegated logistics recovery spend. Changes to fab design, tool acceptance specification, tax position, production qualification, supplier damages, insurance settlement or programme baseline require the accountable executive. Engineers retain technical acceptance and customs declarants retain filing accountability.

This is not a construction-director, procurement, equipment-engineering or customs-signatory appointment. The interim must not conceal late readiness through premature shipment, instruct unsafe unpacking, waive environmental limits, use bonded locations outside approval, accept a damaged tool for schedule appearance or substitute personal judgement for vendor installation criteria. Long-term network redesign and production ramp management remain outside scope.

Why this seat is open

The expansion lost an integrated port-to-fab owner when its programme logistics director left during a dispute over premature supplier release. Temporary executive authority is needed across companies and work packages while the board appoints a permanent leader who can challenge both construction optimism and equipment-delivery pressure.

What you will own

• Establish one serial-level tool register joining supplier release, transport unit, accessory set, customs status, storage condition, floor gate and installation dependency.
• Chair the daily arrival decision using verified utility, cleanroom, rigging-route, pedestal, permit and vendor-engineer readiness rather than contractual dates alone.
• Re-sequence port discharge, bonded storage and final delivery when civil work slips, preserving shock, humidity, security and insurer evidence throughout custody.
• Contract scarce air-ride, heavy-haul, crane, gantry and clean-move capacity against scenario demand, avoiding speculative reservations that block other programme work.
• Govern damage and missing-accessory response from seal break through survey, vendor disposition, replacement routing, schedule consequence and accountable commercial notice.
• Run compound exercises joining gateway closure, customs-document defect, storage excursion, rigging unavailability and a critical utility-readiness reversal.
• Transfer control after the successor commands a complete installation wave and independently protects the critical path through an unannounced arrival conflict.

Candidate qualifications

• Led capital-equipment logistics for multiple semiconductor fabrication builds or similarly controlled advanced-manufacturing expansions.
• Directed serialised, shock-sensitive and high-value tool movements across supplier, air or ocean gateway, bonded storage, rigging and cleanroom boundaries.
• Integrated construction readiness with vendor dispatch and installation sequence without claiming facilities, process-engineering or equipment-acceptance authority.
• Managed Taiwanese customs, duty-relief and bonded movements through licensed parties while preserving defensible equipment identity and evidence.
• Exercised executive recovery authority across global suppliers, forwarders, heavy-haul operators, riggers, insurers and demanding technical work-package owners.
• Handed a multi-wave capital-logistics command to permanent leadership through live commissioning pressure and deliberately compounded gateway and site constraints.

Non-negotiables

• Can reside in Hsinchu and mobilise within three weeks for an eighteen-month, site-intensive mandate.
• Direct semiconductor tool or equivalent high-specification capital-equipment logistics command is required; general project management is insufficient.
• Will disclose equipment makers, forwarders, riggers, customs brokers, storage operators, insurers and construction interests.
• Will not approve technical acceptance, customs positions, unsafe moves, concealed damage or premature dispatch to protect reported schedule.
