A Pacific island distributor needs executive recovery after cyclone damage severed wharf, coastal-vessel and inland handoffs while essential-goods inventory accumulated beyond reachable communities under severe access constraints.
The mandate
A severe cyclone damaged two wharves, cut roads and disrupted power, leaving imported food, fuel and medicines in the main island while outer communities reported shortages through inconsistent channels. Vessel manifests, emergency allocations and receiving evidence no longer reconcile, and commercial customers compete with public priorities. The logistics chief suffered a sudden medical exit during response. The interim assumes distribution authority while government incident commanders and community leaders retain public-priority decisions.
Within seven days, the leader joins the Suva incident cell for a ten-month command spanning relief clearance, wharf reopening and the next cyclone season. The first operating horizon is three tide tables: identify reachable communities, protect temperature-sensitive and fuel stocks, and publish why each load did or did not sail. A second horizon rebuilds coastal-vessel rotations around temporary landings, storage limits and confirmed community receiving teams. Recruitment opens after the first reconciled island cycle, while the remaining tenure returns commercial cargo deliberately and culminates in a night exercise combining wharf loss, weather diversion and failed communications.
The permanent leader earns control by approving three consecutive sailing cycles, resolving an unannounced outer-island diversion and demonstrating that cargo release, vessel custody, landing transfer and named community receipt agree. Each island must have an exercised alternate landing or a documented no-sail consequence; damaged freight, donations and deferred commercial orders require final owners. A tide-by-tide command book, community contact matrix, vessel and wharf constraints, public-priority decisions, open claims and the next cyclone watch-list move with the seat, after which the interim’s dispatch rights expire.
The interim may allocate company-controlled vessels, stores and vehicles; impose consequence-based dispatch within taskforce rules; charter temporary lift inside budget; suspend unsafe nodes; and redirect approved inventory. Government priority, navigation, medical allocation, price controls, permanent appointments, capital rebuilding or spend above FJD18 million requires taskforce, maritime, health, board or community authority. Masters retain vessel command and local leaders confirm safe community receipt.
Long-term port reconstruction, public disaster policy, commodity pricing, healthcare delivery and investigation of individual loss are outside scope. Recovery cannot improve dispatch by counting cargo at an inaccessible wharf, substitute donated goods without programme approval, conceal unreachable communities or pressure masters into unsafe landings. The remit is an executable island freight system, honest unmet demand and an orderly return from emergency command to permanent logistics leadership.
Why this seat is open
The cyclone converted ordinary inter-island fragility into an immediate public-supply crisis, and the incumbent’s medical exit removed network authority at the worst moment. Local teams can run individual nodes but cannot arbitrate scarce lift across islands. A proven emergency freight executive is needed until permanent leadership and safe normal service are established.
What you will own

- Exercise wharf loss, vessel failure, road closure, communications outage, fuel constraint and concurrent community demand.
- Induct the permanent leader and transfer seasonal buffers, public interfaces, asset risks, supplier cures and unresolved island needs.
Candidate qualifications
- Has held executive authority across island, remote-region or disaster freight networks using coastal and inland modes.
- Can evidence essential-supply recovery where dispatched cargo did not represent reachable or community-accepted inventory.
- Understands coastal shipping, temporary landings, manifests, emergency stores, fuel, damaged stock and community handoff.
- Has allocated scarce lift while preserving master, government, health, incident-command and community authority.
- Can distinguish main-island stock, manifested cargo, landed supply, reachable inventory and accepted community fulfilment.
- Has handed an emergency logistics command to permanent leadership after infrastructure and communications-loss exercises.
