The interim assumes operational control of restaurant onboarding, containers, collection and depot receipt while laboratories, auditors and authorised compliance teams retain quality release and claim eligibility.

The leader starts within ten days for a ten-month mandate through supplier recertification, peak tourist demand and permanent succession. During the first week, questionable inventory and origin documents are isolated, high-risk collectors lose access, and priority restaurants receive authenticated service contacts. By day thirty, every route begins with assigned containers and ends with sealed volume, weight and sample reconciliation. Within approved supplier criteria and a MYR85 million recovery envelope, the interim may freeze a source, change collection frequency, reassign routes, issue controlled containers and seals, quarantine depot lots, reserve segregated tanks, suspend collectors or carriers, direct approved cleaning, commission witnessed weighing and divert released feedstock among qualified processors. Outside this remit sit restaurant food operations, fuel production, lifecycle-emissions calculation, audit opinion and certification-scheme interpretation. The leader cannot repair a mass balance with estimates, blend a held lot into released inventory, backdate restaurant declarations, count oil merely collected as eligible fuel feedstock or pay volume incentives that reward water. Recovery must expose rejected material, residues and commercial loss, establish defensible custody from generating site to receiver, and leave an organisation that can protect supply without relying on undocumented spot purchases.

The processor rejections revealed that route volume and signed restaurant forms had become substitutes for physical origin and quality evidence. Downstream fuel customers require more than material in a tank, especially where chain-of-custody and lifecycle claims depend on eligible inputs. Immediate operating intervention is needed, but certification and laboratory independence must remain intact.

What you will own

• Reconstruct restaurant and depot cohorts from approved source, container issue, pickup event, driver and vehicle, seal, measured volume, weight, sample, tank transfer and processor receipt.
• Re-zone collection routes using genuine generation, service window, container capacity, security exposure, depot cut-off and evidence completeness rather than claimed litres alone.
• Establish container custody, authentication and surprise-check controls that distinguish authorised collection from theft, substitution, duplicate pickup and fabricated source.
• Separate untested, water-affected, foreign-oil suspected, laboratory-released, blended, dispatched, receiver-accepted and claim-eligible feedstock in operations and finance.
• Reset collector, carrier, depot and processor accountability for sampling, seals, weight variance, rejected tankers, residue, demurrage, evidence correction and escalation.
• Run unannounced restaurant traces and disruption exercises covering tanker rejection, depot loss and collector fraud while preserving audit and investigation boundaries.
• Recruit and develop the permanent leader, transferring source risk, route economics, held lots, processor constraints, assurance interfaces and pending capacity commitments.

Candidate qualifications

• Has held executive collection or feedstock-integrity authority for used cooking oil, waste oils, liquid by-products or comparable distributed material.
• Can evidence recovery after contamination, source fraud or mass imbalance threatened downstream acceptance and commercial claims.
• Understands restaurant generation, container and seal control, route economics, depot sampling, tank segregation, blending, pretreatment and processor specifications.
• Has protected physical supply while preserving independent laboratory, certification, audit, legal and investigation authority.
• Can distinguish collected volume, depot weight, tested lot, released blend, receiver-accepted feedstock and claim-eligible downstream input.
• Has transferred a recovered collection network after surprise source checks, facility outage and rejected-load tests.

Non-negotiables

• Can start onsite in Kuala Lumpur within ten days and travel weekly to restaurants, depots and receiving plants.
• Will not release quality, certify origin, calculate lifecycle emissions, approve fuel claims or obscure rejected and residual mass.
