A poultry-health manufacturer needs a three-month design engagement to stop multi-dose vaccine loss between national stock, rural distributors and farms whose flock calendars rarely match pack and thaw constraints.
The mandate
The manufacturer records national fill rate above target while rural farms report missed vaccination windows and distributors destroy opened or temperature-exposed vials. Forecasts aggregate doses, although usable supply depends on flock age, bird count, vaccine presentation, diluent, route, reconstitution, pack multiple, trained administration and a farm’s willingness to coordinate with neighbours. The defined problem is a last-mile availability design that converts released multi-dose stock into correctly timed farm coverage, not a human-immunisation cold-chain review or a sales expansion plan.
The deliverable is a six-district operating design covering flock-calendar demand, hatchery and farm segmentation, pack-to-bird matching, distributor stock, cold-room and carrier cut-offs, diluent pairing, excursion escalation, opened-vial loss, route pooling, administration readiness and returns. It includes twelve observed journeys, an event vocabulary, four seasonal demand cases and two district pilots. Veterinary prescription, product release, biological validation, distributor appointment, pricing and field administration are excluded.
The first of five contractual milestones closes after two weeks, when flock calendars and vaccine presentations reconcile into the farm-availability baseline. Distributor evidence gathered immediately afterward must support the loss tree and capability segmentation accepted at week four. Route construction then proceeds in the field: by week seven, cluster-pooling rules, cut-offs and evidence duties are ready to operate. One broiler cluster and one layer cluster carry the design through live pilots to the week-ten gate. The fifth and final acceptance occurs at the three-month close, when trained owners receive the approved controls, investment choices and 120-day rollout backlog.
Acceptance requires Demand Planning, Veterinary, Quality, distribution and two pilot districts to reproduce stock and vaccination needs by flock window, presentation and administration readiness. The design must show why a dose is available, stranded, exposed, mismatched or likely to be wasted and must survive heat, vehicle failure, farm cancellation and an outbreak-driven demand spike. Sign-off follows two pilots with traceable exceptions and named owners, not a temporary shipment surge.
The client will provide de-identified farm and flock calendars, product presentations, release and expiry data, temperature records, distributor inventory, orders, returns, destruction, routes, service costs and authorised veterinary guidance. It will secure twelve observations, nominate pilot owners and fund agreed trials. Veterinary and regulators retain use decisions; Quality owns release and excursion disposition; distributors control employees; Commercial owns price and channel; farms and licensed professionals own administration.
Why this is external work
Sales, veterinary services and distributors each explain the loss through a different denominator: ordered doses, biologically indicated birds or delivered vials. An external director can reconcile those views without protecting a territory or a legacy route. The work needs someone who understands that rural availability is constrained simultaneously by flock time, pack size, temperature and administration capacity.

- Pilot the design through heat, farm cancellation, route failure and outbreak demand while keeping Veterinary and Quality authority intact.
- Deliver event definitions, route standards, decision rules, pilot evidence, investment cases, owner training and rollout backlog.
Candidate qualifications
- Directed veterinary-biologics, poultry-health or livestock-vaccine supply across hatcheries, distributors, rural routes and farm use.
- Has reduced multi-dose waste while improving vaccination-window availability across broiler or layer production clusters.
- Understands flock calendars, vaccine presentations, diluent pairing, cold custody, reconstitution constraints and field-administration readiness.
- Can separate operational availability from veterinary prescription, Quality disposition, distributor management and commercial authority.
- Has designed practical evidence capture where farms, depots and vehicles have uneven connectivity and recording discipline.
- Delivered district pilots that survived heat, route interruption, cancellation and outbreak demand without misreporting doses as protected birds.
