The mandate

The Global Multi-Country Controllership Director will own permanent oversight of close integrity, balance accountability, judgement escalation and statutory governance across a distributed country portfolio. The aim is not to centralise country signing, but to create earlier visibility and consistent evidence for exposures that cross markets.

During the first 100 days, the director will establish critical calendars, material balance views, policy-decision routes and country-controller succession exposure. By month six, regional peer reviews and enterprise escalation should be operating. By month twelve, repeated late judgements, unsupported completion and concentrated knowledge should be materially lower.

The director can set global controllership review standards, require recovery evidence and return incomplete regional submissions. Country controllers retain local statutory authority; accounting-policy owners make technical conclusions; assurance parties preserve their independence. The global leader must strengthen these roles without operating them remotely.

The review method will distinguish balance magnitude from uncertainty, judgement, control dependence and potential external consequence. Local differences need an evidenced basis and named policy treatment. A compliant calendar is not sufficient if important issues surface only after group review begins.

The director will introduce thematic reviews that connect similar country issues without converting them prematurely into one policy conclusion. These reviews will trace how estimates, reconciliations and statutory dependencies behave across cycles, identify where group guidance is unclear, and assign resolution to the authorised owner before the next reporting point. Country controllers will see both their own exposure and the regional pattern.

The durable result includes strong regional deputies, country-controller development and a culture that escalates uncertainty before it becomes a late adjustment. Governance should survive leadership rotation and demanding reporting cycles.

The global team will maintain a judgement pipeline showing evidence readiness, consultation, decision owner and reporting consequence. This provides advance visibility of clustered specialist demand and stops difficult conclusions arriving as last-day close emergencies. The director will use outcomes to improve guidance, controller development and group review sequencing.

Country controllers will periodically present difficult balances to peers from another region, including evidence that could disprove their preferred treatment. The director will monitor whether review produces earlier decisions and better documentation rather than an additional approval layer. Ineffective reviews will be redesigned or removed.
