Duty-paid and prohibited-item queues share floor space with missing-data mail, while customer tracking reports movement that has not passed the relevant border decision. Backlog now threatens peak capacity and bilateral service credibility.

The interim must start within two weeks for ten months, taking international exchange authority through backlog clearance, holiday peak and two partner-administration performance cycles. The first twenty-one days will separate physical and information queues by recoverable cause. A permanent international operations director will be recruited by month six, then lead two complete dispatch cycles and one surprise partner-data failure before handover.

Transfer requires item-to-dispatch-to-receptacle identity, data-acceptance gates, aviation handover, customs presentation, duty status, prohibited and restricted item segregation, inspection return, last-mile release, sender return and bilateral exception ownership. Completion is proven when the successor contains an unseen advance-data outage and mixed-receptacle arrival while protecting lawful mail flow, physical custody and honest customer events without interim assistance.

The leader may hold non-compliant dispatches, segregate receptacles, reprioritise authorised clearance teams, change internal processing routes, suspend unreliable consolidators, coordinate postal-partner correction and release €48 million of recovery spend. Customs decisions, aviation security acceptance, postal treaty interpretation, duty policy, criminal referral, customer compensation and permanent technology investment remain with public, licensed and executive authorities.

Domestic delivery redesign, pricing, retail-post-office operations, legal advice, customs classification, aviation screening, treaty negotiation and core platform replacement are outside scope. The interim must not invent item data, reseal without authorised evidence, mix released and held mail, destroy an item, alter a customer event to hide dwell, pressure a customs officer or export a receptacle whose electronic and physical identity disagree.

Why this seat is open

The international exchange director resigned after peak-readiness review showed that local queue clearance repeatedly generated unowned exceptions for customs and partner posts. Temporary authority is required across physical processing and data operations while the operator recruits a permanent leader able to own the whole postal border chain.

What you will own

• Reconstruct backlog by item, dispatch, receptacle, origin post, data status, airline handover, customs decision, duty state, physical location and ageing.
• Establish acceptance and refusal gates for electronic item data, physical contents, postal documentation, receptacle identity and onward-transport readiness.
• Design separate controlled flows for missing data, customs query, duty collection, prohibited concern, damaged item, misroute and sender return.
• Command exchange-office capacity across induction, opening, inspection presentation, resealing, dispatch rebuild, airline cut-off and secure storage.
• Reconcile customer tracking to accepted physical and regulatory events, correcting false movement without deleting the original audit trail.
• Exercise six dispatches involving data outage, mixed receptacle, customs hold, airline refusal, duty mismatch and partner-system unavailability.
• Transfer authority after the successor controls peak nights and independently recovers a compound item, receptacle and customs-status break.

Candidate qualifications

• Held executive authority for an international postal exchange, cross-border parcel hub or comparable item-and-dispatch network.
• Managed electronic postal data, receptacles, airline handoffs, customs presentation, duty events, restricted items and return-to-sender flows.
• Reconciled millions of small physical items to nested dispatch and container identities under severe time and floor constraints.
• Restored border throughput without fabricating declarations, obscuring customs holds or presenting handover scans as clearance.
• Worked with postal administrations, customs authorities, airlines, security teams and customer operations across bilateral service failures.
• Handed round-the-clock exchange recovery to permanent leadership through live peak and deliberately corrupted dispatch evidence.

Non-negotiables

• Available in Lisbon within two weeks for twelve night shifts and peak-period executive escalation.
• Direct international postal or equivalent high-volume border-hub command is required; domestic parcel experience alone is insufficient.
• Will disclose posts, consolidators, airlines, customs-service firms, platforms, screening providers and public-sector relationships.
• Will not fabricate item data, make customs decisions, override security, conceal dwell or dispatch mismatched physical and electronic mail.
