The mandate
A vessel campaign discovered external damage that was absent from the prioritised anomaly register, while overdue inspections had been accepted separately by asset, engineering and operations teams. Competing spreadsheets use different degradation assumptions, and intervention slots are allocated before anomaly consequence is reconciled. The integrity vice president took medical leave immediately before the annual technical-condition submission and next marine campaign.
The interim assumes the operating integrity seat within one week for eleven months, covering register reconciliation, condition submission, two vessel campaigns, four emergency exercises and permanent succession. A new anomaly, missed inspection, barrier impairment, monitoring loss, repair delay or operating-envelope change becomes a single governed integrity event. Six closing weeks are held for successor induction and independent campaign command.
Handover requires one consequence-ranked register, defensible degradation and uncertainty fields, inspection and monitoring strategies, interim operating conditions, intervention decisions, marine-capacity logic, repair evidence and named residual-risk owners. The successor must respond to an unseen loss of monitoring on a high-consequence flowline during vessel unavailability and reach an accountable operate, constrain or shut-in decision without the interim.
The leader may impose temporary operating constraints inside approved envelopes, reorder inspection and vessel work, stop activity lacking barrier evidence, replace recovery leads and deploy NOK920 million of authorised intervention funds. Accountable technical authorities approve engineering; offshore installation managers retain statutory command; the risk committee accepts material residual exposure. Permanent repair scope beyond delegation and life-extension choices require board approval.
Reservoir strategy, well intervention outside integrity containment, decommissioning selection, regulatory advocacy, insurance claims, contractor tender award and new-field design are excluded. The interim may make uncertainty explicit but cannot declare technical fitness, suppress a reportable impairment, direct investigators or keep production online because an intervention slot has already been purchased.
