- Can evidence backlog recovery that improved complete citizen journeys rather than shifting incomplete work between queues.

- Has worked with protected adjudicators, security officers, privacy leaders and public oversight without absorbing their decisions.
- Can distinguish submitted, complete, under examination, awaiting citizen, produced, delivered, returned and genuinely closed applications.
- Has transitioned a publicly scrutinised service recovery to permanent leadership through a peak-demand cycle.
