An Istanbul road forwarder needs a twelve-month leader after unreconciled transit movements consumed guarantee headroom, stranded trucks and exposed weak border-office discharge discipline across Eurasian corridors.

The mandate

Thousands of completed road movements remain open in transit systems because destination evidence, office-of-destination messages, seal discrepancies and subcontractor documents are not reconciled to the guarantee ledger. Dispatchers continue accepting profitable loads against theoretical capacity while guarantors apply conservative utilisation and several border offices hold trucks when available cover cannot be confirmed. A major customer peak begins in nine weeks and the current road director has been suspended pending investigation.

The interim must start within two weeks for twelve months, taking regional authority through exposure containment, backlog discharge, one winter peak and renewal of the principal guarantee facilities. The first thirty days will establish movement-level exposure and stop rules; by day ninety, every open transit will have an evidence owner and resolution path. Permanent recruitment starts in month seven, followed by eight weeks of paired border and treasury decisions before handover.

Transfer requires one guarantee-capacity ledger, declaration-to-discharge matching, haulier evidence contracts, border escalation, overdue ageing, financial provisioning, customer priority and controlled dispatch release. The successor must withstand an unseen message outage, guarantee reduction and mass destination query while conserving scarce capacity, keeping lawful eligible trucks moving and escalating disclosures without interim assistance.

The leader may suspend lanes or hauliers, hold unsupported departures, reserve guarantee headroom, redirect evidence teams, require cash collateral within policy, prioritise authorised customers and release ₺1.4 billion of recovery spend. The interim cannot determine legal liability, sign customs declarations outside licence, negotiate guarantee terms, settle claims, terminate strategic customers or approve financial provision beyond delegation; those decisions remain with licensed, treasury, legal and board owners.

Tariff classification, origin design, trade-policy advocacy, tax planning, fleet acquisition, transport-management-system replacement and commercial network expansion are outside scope. No one may fabricate destination proof, reuse a reference, backdate a discharge, pressure a customs signatory, mask open exposure through manual netting or dispatch a vehicle against unavailable cover. Throughput recovery must follow evidence and lawful capacity.

Why this seat is open

The regional road director was removed after internal audit found that reported guarantee utilisation relied on estimated discharge rather than accepted customs status. A temporary leader with both border operations and treasury discipline is required before peak demand, while the company investigates the breakdown and appoints a permanent executive.

What you will own

  • Reconstruct every open transit by movement, declaration, vehicle, haulier, border office, guarantee reference, destination evidence, ageing and potential financial exposure.
  • Set dispatch gates that reserve scarce guarantee headroom by customer criticality, lane reliability and evidence quality without favouring commercial influence.
  • Create daily matching between customs status, broker messages, proof packets, guarantor utilisation, cash collateral, claims and financial provision.
  • Command border-office teams to resolve rejected discharge, seal variance, diversion, accident, office mismatch and unavailable-system cases through lawful routes.
  • Recontract subcontractor evidence obligations, escalation clocks and collateral consequences for hauliers whose documentation repeatedly traps guarantee capacity.
  • Exercise six events combining message outage, sudden facility reduction, border closure, missing vehicle, destination query and urgent customer demand.
  • Hand authority to the successor after independent control of a winter peak, guarantee review and an unannounced multi-border discharge failure.

Candidate qualifications

  • Held executive authority for international road forwarding and customs-transit operations across Türkiye, Europe, the Caucasus or Central Asia.
  • Recovered exhausted guarantee facilities by reconciling declaration, destination, haulier and financial evidence at movement level.
  • Directed border offices and subcontracted carriers without bypassing licensed customs accountability or legitimate public-authority decisions.
  • Balanced scarce guarantee capacity across customer and lane priorities while maintaining transparent commercial and compliance escalation.
  • Worked credibly with guarantors, banks, customs authorities, brokers, auditors, insurers and counsel during material exposure remediation.
  • Transferred a regional transit command through live peak and compound system, border and guarantee-capacity disruption.

Non-negotiables

  • Available in Istanbul within two weeks for fourteen border residencies and round-the-clock peak escalation.
  • Direct customs-transit guarantee and cross-border road command is required; general forwarding sales experience is insufficient.
  • Will disclose hauliers, brokers, guarantors, banks, technology firms, customers and government relationships.
  • Will not fabricate discharge evidence, sign beyond authority, conceal open movements or trade unlawful departure against customer urgency.
