A platinum producer needs a twelve-week diagnostic separating productive work from travel, queueing, rework, absenteeism and skill mismatch across shafts before workforce targets are reset.
The mandate
An underground platinum producer plans to reset workforce numbers using tonnes per employee, but shafts differ in depth, travel time, geology, equipment availability and skill mix. Attendance records do not distinguish workers waiting for transport, clearance, material or supervision. Rework and contractor contribution are inconsistently captured. Management needs task-level evidence before setting targets that could weaken safety or misdiagnose operational loss as labour surplus.
The twelve-week deliverable is a workforce activity baseline, skill-and-delay model and site-specific productivity decision pack. Milestone one confirms populations, shifts and definitions in week three; milestone two completes observed activity and system reconciliation in week six; milestone three attributes delay and models options in week nine; milestone four provides shaft cases, workforce implications, limitations and refresh controls.
The client will provide rosters, access and lamp-room data, work orders, production, equipment availability, delay codes, incident reports, absence, overtime, qualifications, contractor records, shift plans and authorised observation access. Acceptance requires observed and system time to reconcile within stated tolerance, lost time to carry attributable categories, skill coverage to link to work and internal analysts to reproduce one shaft and one disruption scenario.
Consultants will not set production targets, certify safety, redesign mining methods, select employees, negotiate workforce changes or conduct time-and-motion surveillance of identifiable individuals beyond approved protocols. Operations and safety leaders own technical judgments. The project analyses work systems and aggregated populations; it cannot label employees unproductive because upstream access, equipment or materials fail.
Outputs will distinguish paid time, available time, productive task, necessary support, delay, queue, rework, learning and recovery. Differences among shafts remain visible rather than normalised away. Workforce implementation, collective consultation, engineering redesign and analytics-system build after week twelve remain outside this engagement.
Why this is external work
Headline labour ratios are easy to calculate and politically attractive, but they do not reveal where time is lost or which skills constrain safe output. Mine functions hold fragmented evidence and have competing explanations. Independent workforce analytics can produce a shared fact base without deciding production or employment outcomes.
What you will own
- Reconcile employees, contractors, shifts, attendance, qualifications and work assignments across each in-scope shaft.
- Observe and classify travel, preparation, productive task, support, queue, delay, rework and recovery using protected protocols.
- Connect equipment, material, clearance, geology, supervision and skill conditions to measured workforce time.
- Analyse absence, overtime, roster design, crew stability, contractor mix and learning effects without assuming individual blame.
- Model workforce, skill, scheduling, support and process options with production and safety consequences separated.
- Create shaft-specific baselines, comparable definitions, uncertainty ranges and refresh routines for people analytics.
- Deliver the activity book, delay taxonomy, skill model, scenario cases, evidence archive and decision recommendations.
Candidate qualifications
- Led task-level workforce productivity analytics across multiple underground mines or another high-hazard continuous operation.
- Reconciled access, roster, work-order, equipment and production data with protected field observation.
- Distinguished labour availability from productive work, necessary support and upstream operational delay.
- Modelled scarce skill mix, crew stability, absence, shift interaction and contractor contribution without reducing analysis to headcount ratios.
- Worked with safety, operations and representatives while respecting technical and employment decision boundaries.
- Transferred site-level models, protected observation methods and refresh controls that internal analysts reproduced independently.
Non-negotiables
- Can complete six Johannesburg and mine-site evidence visits within the twelve-week engagement.
- Will disclose mine operator, contractor, union, analytics vendor and industrial-engineering relationships.
