Mining Rail-and-Port Bottleneck Diagnostic Director — Bulk Exports

The mandate

Export tonnes are missing plan while mine, rail operator and port each attribute delay to the next node. The narrowly defined problem is to identify the binding physical and decision constraints across the cargo owner's 1PL export chain and quantify which interventions recover saleable throughput.

The deliverable is an event-reconciled constraint diagnostic, loss tree, valued intervention shortlist and board action paper. It must distinguish structural capacity from schedule instability, maintenance loss, stockpile quality restrictions and vessel-interface delay.

Milestone one at the end of day five provides the agreed event baseline, disputed-data register and observed operating cycle. Milestone two on day ten delivers root causes, capacity evidence, benefit ranges, implementation owners and the board decision session.

Acceptance requires rail, port, mine and finance sponsors to reconcile sampled events, reproduce the loss tree and agree that each recommended action has a physical mechanism, cost range and accountable owner. The final fee depends on committee acceptance, not presentation.

The client provides dispatch logs, train consists, dwell events, maintenance history, stockpile assays, shiploading records, demurrage and site access. The consultant cannot dispatch trains, direct crews, certify engineering capacity or procure works.

Why this is external work

Each operating party measures delay from a different clock and defends its contractual position. Internal analysts lack neutral access and a two-week interruption window. Independent diagnosis can reconcile the chain without inheriting execution politics.

What you will own

• Synchronise mine, train, stockyard, berth and vessel events on one auditable timeline.
• Build a tonnes-and-hours loss tree without double counting propagated delay.
• Observe dispatch, unloading, stacking, reclaiming and shiploading constraints in operation.
• Test nominal capacity against variability, maintenance, quality segregation and recovery rules.
• Value interventions through recovered saleable tonnes, demurrage, working capital and execution cost.
• Reject actions whose apparent benefit merely moves queue or risk downstream.
• Present the accepted constraint hierarchy and ninety-day owner action map.

• Led rapid throughput diagnostics across integrated mining rail and port systems.
• Can evidence event reconciliation among parties using incompatible operational clocks.
• Applied constraint analysis to bulk handling under grade and stockpile restrictions.
• Quantified recovered throughput without double counting delay migration.
• Challenged asset-investment requests using observed operating evidence.
• Presented an accepted action case to mining executive and investment committees.

• Available for the exact two-week onsite window and corridor access schedule.
• Independent of the rail operator, terminal operator and engineering vendors.
• Will deliver two fixed milestones rather than extend into implementation.
