Credential-Integrity Platform Recovery Authority — Transnational Education
Urgent / Unplanned
Credential-Integrity Platform Recovery Authority mandate in Dubai, United Arab Emirates · Transnational Higher Education
A Gulf education network needs a twelve-month executive authority after duplicate learner identities affected awards, restoring credential evidence and transferring permanent control before the next graduation cycle.
The mandate
The records-platform director was removed after duplicate and merged learner identities caused assessment histories from different delivery partners to be associated with the wrong credential candidates. Awards were paused before issuance, but campuses cannot consistently reconstruct enrolment, identity verification, module equivalence, assessment and board decisions across local systems. Accrediting partners expect a bounded review before the next graduation cycle.
The interim must start within three weeks for twelve months, holding executive authority through cohort review, platform repair, two award boards and permanent succession. Search begins in month four once registry and technology accountabilities are reset. Six weeks of overlap are reserved; the assignment ends after witnessed transfer even if lower-risk archive cleanup or optional digital-wallet work continues.
Handover requires every active learner and credential to resolve to verified identity, enrolment, recognised curriculum, assessment attempt, moderation, board disposition and award version; the affected cohort must be independently reviewed; and two award cycles must reconcile. The successor will chair an unseen identity correction and accept outstanding partner, archive and credential-revocation obligations.
The interim may quarantine records, pause credential issuance, define identity and equivalence controls, redirect the approved AED92 million remediation and appoint temporary registry-data leads. Academic award decisions, learner remedy, permanent appointments, accreditation representation and spend above budget require the Provost, boards or COO. The authority cannot determine marks or confer a degree.
Learning-management replacement, curriculum redesign and generic student-experience transformation are outside this assignment. The leader may require interfaces and accountable evidence but does not own teaching delivery, admissions policy or cleansing dormant records without regulatory, award or learner consequence. Recovery must centre on trustworthy identity and the evidential chain supporting each issued credential.
Why this seat is open
The incident exposed a cross-campus records function whose technical identity changes could alter formal academic outcomes, followed by removal of its executive. Registry teams can protect individual boards but cannot impose partner-wide platform control. A temporary leader must support fair cohort review and leave permanent ownership before the next graduation deadline.
What you will own
- Bound affected learners through identity evidence, enrolment, partner transfer, curriculum mapping, assessment, moderation, board and award records.
- Define persistent learner and credential identity, merge, split, correction, revocation and effective-version rules across campuses.
- Decide which records may proceed to an award board, require corroboration, need independent review or must remain quarantined.
- Direct exercises covering duplicate identity, partner transfer, repeated assessment, module equivalence and post-award correction.
- Establish partner contracts for evidence, acknowledgement, correction, retention and revocation communication across jurisdictions.
- Govern remediation against reviewed cohorts, reconciled awards, timely decisions and reduced dependence on manual local reconstruction.
- Transfer authority through two award boards, an unseen correction and successor acceptance of partner and archive debt.
Candidate qualifications
- Held executive learner-record, registry-platform or credential-integrity authority across multi-campus or transnational education.
- Reconstructed identity and assessment history where partner transfer, module equivalence or duplicate records affected formal awards.
- Designed credential correction and revocation controls preserving effective history and notification to relying parties.
- Worked with academic boards and accreditors without allowing platform leadership to assume their award decisions.
- Led fair cohort review after a records defect under a fixed graduation or reporting deadline.
- Handed a recovered platform to permanent leadership through live award cycles and tested identity correction.
Non-negotiables
- Available within three weeks for exclusive Dubai service with travel to partner campuses during award-cycle validation.
- Has governed formal credentials across institutions; generic education software or student analytics leadership is insufficient.
- No undisclosed relationship with credential, identity, student-system or assurance suppliers involved in remediation.
- Will preserve academic and learner evidence even where review delays a high-profile graduation or partner commitment.
- 49 words maximum. State your Dubai availability and one learner-identity defect whose credential population you bounded.
- 49 words maximum. How did you correct an issued credential while preserving the historical award decision and relying-party notice?
- 49 words maximum. Which unseen learner-merge case would qualify a permanent successor before handover?
