The mandate
The network logistics director was dismissed after a particle excursion led Quality to recall a family of reusable wafer shippers and front-opening carriers. Asset ledgers could not show which wafers, cleaning cycles, seals, configurations or facilities each carrier had touched. Sites began hoarding known-clean units, empty returns accumulated with forwarders and emergency purchases arrived in configurations not approved for every tool interface. Production continuity now depends on recovering a qualified closed loop rather than simply buying more plastic assets.
The leader must begin in Penang within ten days for a nine-month fixed term. The opening 14 days will isolate suspect carriers, reconcile clean and dirty populations and protect critical wafer movements. Common release, reservation and return gates must operate across six sites by day 60. Three full circulation cycles, two supplier cleaning audits and one simultaneous site quarantine precede a five-week handover to the permanent wafer-custody executive.
Handover is complete when every active carrier has identity, configuration, wafer-contact history where required, cleaning and inspection status, seal condition, approved site or tool interfaces, custody, reservation and return due date; suspect populations are dispositioned; and twelve weeks show no avoidable wafer hold from carrier availability or traceability. The successor receives live restrictions, overdue assets, customer-specific approvals, unresolved contamination evidence and the next capacity cycle.
The interim may quarantine company-controlled carriers, suspend a cleaner or route from new work, allocate qualified units, require expedited returns, commission approved inspection and buy temporary capacity up to MYR 35 million. Quality and Process Engineering retain cleanliness criteria, compatibility and wafer disposition; customers retain receiving approval; Procurement owns long-term awards; the chief operating officer approves permanent pool expansion or site-policy changes above delegation.
Contamination root-cause science, wafer yield disposition, carrier material specification, equipment-interface validation, cleanroom design and long-term returnable-packaging procurement are outside scope. The leader cannot release a carrier using logistics urgency when technical evidence is absent. A unit is not available merely because it is empty: it must be clean, compatible, located, unreserved and able to return through the required loop.
Why this seat is open
The recall exposed asset and custody controls that had decayed while the packaging network expanded. The former director counted carriers globally and could not explain usable site supply or prior wafer contact. A temporary executive must restore the physical loop and successor governance while technical teams independently complete the contamination investigation.

Candidate qualifications
- Held senior wafer logistics, contamination-control supply or returnable-asset authority in semiconductor manufacturing or packaging.
- Has recovered FOUP, FOSB, wafer-shipper or comparable ultra-clean carrier pools after contamination concern or recall.
- Understands carrier identity, configuration, wafer contact, cleaning, inspection, seals, clean storage and return logistics operationally.
- Can command scarce asset allocation while preserving Quality, Process Engineering, customer and wafer-disposition authority.
- Has challenged global asset counts after site compatibility, cleanliness and custody reduced the genuinely usable population.
- Completed permanent handover after qualified circulation survived multiple loops and a second quarantine or supplier disruption.
