The mandate

Drought restrictions and a disputed campus water balance exposed that makeup, blowdown, reclaimed supply, emergency potable use and vendor treatment were measured on incompatible boundaries. During two cooling incidents, local overrides protected compute but bypassed the expected water-escalation route. The regional leader departed after authorities requested reconciled evidence. The interim assumes critical-infrastructure authority while engineers, environmental officers and control rooms retain technical, permit and safety decisions.

The appointment starts within two weeks and runs ten months through summer heat, authority review and a permanent search commencing in month three. The first twenty days establish one water balance, secure drought states and review every override. Months two through six rebuild source, cooling, treatment, maintenance and escalation routines. The final phase proves control through heat, supply-loss and concurrent-failure exercises before the successor chairs eight campus reviews.

Handover is complete when the permanent leader has run eight reviews, water balances reconcile for twelve weeks, every override has reason, authority and expiry, and authority actions carry accepted evidence. The successor inherits source rights, campus capacity, cooling dependencies, water-quality and asset risks, supplier contracts, emergency positions, community commitments and a ninety-day plan owned by permanent facility leaders.

The interim may set drought operating states, reallocate approved water and maintenance resources, reject unsupported capacity release, suspend vendor work and authorise temporary supply inside existing permits and budget. Cooling design, environmental interpretation, customer load curtailment, permanent senior appointments, new wells, contracts above USD10 million or public commitments require authorised engineers, officers, executives or committee approval. Control-room safety authority remains absolute.

New-campus siting, long-range watershed policy, compute scheduling strategy, cooling-system redesign and permit negotiation are outside scope. The interim will not understate emergency potable use, shift water across reporting boundaries, defer essential maintenance or compromise thermal safety. Work concerns truthful resource control and resilient operation of existing campuses; environmental assurance and community decisions remain with their accountable owners.

Candidate qualifications

  • Has held executive authority for critical cooling and water operations across hyperscale or comparable continuous facilities through extreme heat, drought and utility restriction.
  • Can evidence recovery of resource control without compromising thermal availability or environmental obligations.
  • Understands evaporative cooling, reclaimed water, treatment, blowdown, metering, drought stages and utility interfaces.
  • Has governed technical overrides while preserving control-room and engineering authority.
  • Can distinguish withdrawal, consumption, recirculation, discharge and emergency supply across campus boundaries.
  • Has handed a high-scrutiny infrastructure recovery to permanent leadership after peak heat.

Non-negotiables

  • Can start onsite in Phoenix within two weeks and remain through the summer heat period.
  • Will not override safety, engineering, environmental, permit or utility authority.
