Documentary-Trade Network Recovery Leader — Wholesale Banking

Urgent / Unplanned

Documentary-Trade Network Recovery Leader mandate in Singapore, Singapore · Wholesale Trade Finance

A Singapore wholesale bank needs a ten-month executive leader after document-state divergence delayed releases, restoring multi-bank trade evidence and handing permanent leadership tested exception controls.

The mandate

The trade-platform head resigned after original and electronic document states diverged across issuer, advising bank, logistics provider and internal examination queues, delaying release for several high-value shipments. Financial exposure was contained, but discrepancy, waiver, sanctions review and payment conditions cannot be reconstructed consistently at each decision time. Expansion of the digital trade network is paused.

The interim must join within three weeks for ten months, leading case review, network repair, corridor qualification and successor handover. A permanent search begins after the first sixty-day control baseline. Five weeks of overlap are reserved; the fixed term will not extend for optional product rollout or a delayed search once the priority corridors satisfy handover.

Handover requires every priority instrument to resolve to presentation, document version, examination, discrepancy, waiver, sanctions state, release, payment and communication; affected cases must be dispositioned; and two corridor simulations must pass under partner delay. The successor will command an unseen discrepant presentation and accept residual correspondent, paper-original and legal-jurisdiction constraints.

The interim may pause digital processing, quarantine evidence, enforce manual confirmation, direct the sanctioned S$74 million remediation and appoint temporary incident leads. Legal interpretation, sanctions disposition, client remedy, permanent appointment and spend above budget require authorised functions. The platform seat cannot waive a discrepancy, approve payment or determine title to goods.

Trade-product pricing, replacement of sanctions systems and digitisation of every paper corridor are outside this assignment. The leader may require interfaces and partner evidence but does not own credit approval, logistics movement or contract interpretation. Recovery must prioritise decision-grade document state and controlled exception over headline network adoption.

Why this seat is open

The incident exposed a platform that moved representations faster than it reconciled legal and operational document state, followed by resignation of its executive owner. Operations can resolve individual cases but cannot impose network-wide rules. A temporary trade specialist must restore priority corridors and leave permanent leadership tested exception control.

What you will own

  • Reconstruct affected instruments across issuance, advice, presentation, document version, examination, discrepancy, waiver, sanctions, release and payment.
  • Define authoritative state, effective time, original-versus-representation status, acknowledgement, correction and evidence retention.
  • Decide which corridors may resume, require dual confirmation, remain manual or stay suspended pending partner capability.
  • Direct simulations covering conflicting document version, unavailable correspondent, delayed original, sanctions hold and disputed waiver.
  • Establish partner contracts for receipt, examination evidence, correction, non-repudiation, outage and orderly fallback.
  • Govern remediation against resolved cases, release timeliness, fewer unverifiable exceptions and corridor operating cost.
  • Transfer authority through unseen presentation review, correspondent walkthrough and successor acceptance of paper and jurisdiction debt.

Candidate qualifications

  • Held executive documentary-trade operations or platform authority across issuing banks, advising banks, clients and logistics counterparties.
  • Reconstructed letters of credit or collections through presentation, examination, discrepancy, waiver, sanctions, goods release and payment.
  • Governed electronic representations alongside legally relevant originals, negotiable documents and jurisdiction-specific retention or transfer requirements.
  • Suspended a live digital trade corridor when partner evidence, non-repudiation or exception behaviour proved inadequate.
  • Worked with sanctions, Legal and experienced document examiners without assuming or obscuring their accountable case decisions.
  • Handed a recovered trade network to permanent leadership through multi-bank corridor simulations and observed live exception review.

Non-negotiables

  • Available within three weeks for exclusive Singapore service with travel to Hong Kong and Dubai corridor teams.
  • Has governed documentary trade evidence; generic payments or supply-chain blockchain experience is insufficient.
  • No undisclosed relationship with trade platforms, correspondent banks, document providers or assurance firms involved.
  • Will preserve legal and sanctions decision boundaries even where manual fallback slows digital adoption.
