A Mediterranean container terminal needs a five-month labour-deployment architecture matching certified skills, vessel workload and equipment condition without breaching collective agreements or relying on overtime as permanent capacity.
The mandate
The terminal meets aggregate headcount but still cancels gangs, leaves specialised equipment idle and uses overtime to cover predictable peaks because certifications, shift availability, vessel workload and maintenance state are planned separately. Pool labour arrives without a stable task picture, and supervisors move people through informal exchanges. The defined problem is deployable skilled capacity by operating window, not collective bargaining, workforce reduction or implementation of a new rostering system.
The deliverable is a terminal labour-deployment book containing work-demand units, skill and certification taxonomy, availability states, gang rules, equipment dependencies, fatigue and overtime guardrails, exception authority and a twelve-week control calendar. Eight historic and six live shifts form the casebook. Pay design, labour negotiation, redundancy, recruitment, legal opinion and system procurement are excluded.
Five milestone proofs must work on the roster and the quay. The week-three proof reconciles people, agreement constraints and eight historic shifts. Week seven requires accepted demand units, skill states and rules ready for supervisory use. Three live shifts are observed for the week-twelve gate; three more, including a disrupted shift, support the week-sixteen decision. At month five, the engagement closes on acceptance of the deployment book, control board, training cases and 90-day operating backlog.
Acceptance requires Operations, HR, Safety and worker representatives to classify six live shifts consistently and identify the same deployable skills, agreement constraints, equipment dependency and decision owner. Pilots must reduce cancelled gangs and emergency overtime without increasing fatigue, unsafe substitution or payroll dispute. The COO accepts when agreement owners confirm boundaries and permanent supervisors can run the twelve-week calendar unaided.
The client will provide rosters, certifications, agreements, attendance, overtime, payroll exceptions, vessel and yard work plans, equipment state, gang cancellations, safety events and training records. It will nominate operations and labour-relations sponsors, secure representative participation and provide shift access. Management and worker bodies retain employment, bargaining, pay, discipline and live safety decisions.
Why this is external work
Operations sees work, HR sees people, payroll sees hours and worker representatives see agreement rights, but no current model connects all four at the decision window. Prior efforts became bargaining proxies. Independent terminal expertise can build deployable-capacity evidence without proposing headcount reduction or negotiating terms.
What you will own
- Reconcile workforce, pool, skill, certification, shift, agreement and equipment evidence for eight representative historic shifts.
- Define work-demand units and deployable skill states across vessel, yard, rail, gate and maintenance interfaces.
- Design gang and substitution rules that preserve certification, fatigue, agreement and safe-supervision requirements.
- Establish overtime and exception guardrails with cause, authority, expiry, payroll evidence and recovery action.
- Pilot six live shifts and measure cancellations, idle skilled time, overtime, rework, safety and agreement exceptions.
- Identify training, supervisor, equipment and planning changes without deciding pay, employment or bargaining outcomes.
- Deliver the accepted deployment book, case library, control calendar, training and funded 90-day backlog.
Candidate qualifications
- Led labour deployment in a unionised container terminal across vessel, yard, rail and gate operations.
- Has reduced cancelled gangs and emergency overtime without unsafe skill substitution or agreement breach.
- Understands terminal certifications, gang composition, equipment dependencies, fatigue and payroll evidence operationally.
- Can design within collective terms without offering labour-law opinion or becoming management negotiator.
- Piloted workforce rules across day, night and weekend shifts with worker representatives present.
- Delivered a method owned by supervisors after external support ended, including exception and dispute evidence during contested roster cycles.
