Location data can make a route visible while leaving the activity at a collection point unresolved. The report must preserve that boundary without turning uncertainty into an accusation.
My completion report was appealing because it could fill itself. A vehicle entered the defined proximity around a scheduled collection point, and the dashboard supplied the completed status. We had a repeatable rule, a visible trace and a way to reduce manual reporting effort. I treated those qualities as stronger evidence than they were. The system observed a location event. The label described a service event. The distance between those two meanings was where the problem lived, even though the dashboard made them appear to be the same thing.
A changing mix of scheduled visits can reverse the direction of a pooled rate. Keeping the total and its components together makes the comparison clearer without supplying a causal explanation.
Contact volume helps locate expressed concerns. A field-study programme also needs a way to hear from places the reporting channel scarcely describes, without confusing research selection with urgent service response.

A passing vehicle was not a completed collection
I endorsed a report that treated a vehicle passing near a collection point as evidence that collection had occurred. The location trace was genuine. The interpretation was too confident. Field review distinguished observed collection from passage without collection and occasions for which the available evidence remained inconclusive. We kept the route information, withdrew the completion label and gave the unresolved cases an honest place in the account. Better data began with admitting what our existing data did not show.
I am Merissa Lemqari, fictional CDO of Jevqori Urban Services in Vijayawada. We provide defined municipal waste-collection services in seven towns, with 740 employees and ₹132 crore FY 26 revenue. My twenty-nine colleagues work through four leads within ₹5.8 crore FY 2026–27 expense, alongside a separately approved ₹2.1 crore evidence programme. I am responsible for data and research, not municipal decisions, collection operations or environmental certification.
My career began in field studies, where a missing interview could change the meaning of a tidy table. Inside an operating company, I have learned to ask what an observation proves before asking how quickly it can reach a dashboard. A pooled rate can fall while both constituent rates rise. A larger received weight can have several explanations. A quiet complaint register can describe an inaccessible channel as readily as a well-served street. Each question needs its own evidence.
160 route events needed three different descriptions
A selected review supported observed collection for 112 events, passage without collection for 28 and an unresolved account for 20. The ₹46 lakh study corrected my completion interpretation; it was not a representative estimate of collection across seven towns.
Both area rates rose while the pooled rate fell
Core-area recorded completion rose from 900/1000 to 460/500; extension-area completion rose from 100/200 to 360/600. The combined rate fell from 83.3% to 74.5% as the observation mix changed. These scheduled point-visits were not household coverage or a causal workforce comparison.
The absence of complaints did not remove a street from the study
We planned twelve street reviews across high-contact, lower-contact and no-contact groups within a sixty-street frame. Ten were completed and two remained postponed. Of ₹76 lakh authority, ₹61 lakh was spent and ₹15 lakh unspent; no finished population result is claimed.

Building service evidence that retains observation limits, changing denominators and the people whose experience a convenient digital record may omit.
