Confidential Africa Regional Finance Governance Design Director in Nairobi, Kenya, reporting to the Group Chief Financial Officer. Consulting Regional & Global Finance Leadership appointment at Director level, a 6-month mandate horizon; four days a week.

The mandate

This six-month project will design regional finance governance for an Africa portfolio without publishing any organisational descriptor beyond geography. The blueprint must clarify country, cluster, regional and group decisions across performance, controllership, cash, capital, controls and finance talent.

Four dated artifacts govern delivery: observed-decision baseline by 30 October 2026; evaluated governance options by 18 December; live-case pilot evidence by 12 February 2027; and final charter and transition plan by 26 March. The Group Chief Financial Officer accepts each milestone against traceability, role precision and practical use.

The director will distinguish obligations requiring country ownership from choices improved through regional scale. Design options must address information reliability, management capacity, escalation speed and resilience rather than defaulting to centralisation. Live cases will test whether the proposed forums decide or merely circulate issues.

The pilot will include a contested local exception and a time-sensitive regional resource choice. For each, the director will preserve source facts, alternatives, dissent, formal owner, elapsed time and follow-through. A design that works only when every participant agrees will fail acceptance.

Management supplies approved decision records, policies, calendars, control material and access to relevant finance leaders. The director may recommend authority and forums but cannot confer appointments, approve policy, select people, change banking rights or implement the organisation.

Final acceptance requires a charter, decision catalogue, exception route, meeting design, capability implications and sequenced transition that another team can execute. Implementation and technology changes remain excluded.

The transition plan will separate decisions that can change immediately from those requiring capability, policy or information improvements. Every deferred element receives interim accountability, risk, prerequisite and review date. Governance is not complete while a critical forum depends on unavailable evidence or a nominal owner lacks capacity.

The director will conduct a final tabletop decision using the proposed roles and normal management information. Participants must reach and record a choice without consulting support, then demonstrate how it reaches affected country teams. This test supplies the final evidence of practical usability.

  • Pilot the preferred design on real performance, cash and controllership cases.
  • Specify forum inputs, decision authority, escalation and follow-through evidence.
  • Preserve evidenced country obligations while constraining unsupported variation.
  • Recommend a governance model; management retains authority and organisation approval.
  • Deliver an executable transition plan with capability and acceptance conditions.

  • Demonstrate multi-country Africa finance governance design.
  • Show a decision moved between country and region after evidence testing.
  • Provide an example where centralisation would have weakened control or information quality.
  • Evidence live-case pilots rather than workshop-only validation.
  • Bring judgement across performance, controllership, cash, capital and talent.
  • Show artifact discipline and fixed-scope delivery under incomplete inputs.

Working terms and boundaries

  • The fee assumes four consulting days each week for six months and delivery of four milestone artifacts.
  • The Group Chief Financial Officer signs each submission after testing its evidence, practical usability and precision of decision rights.
  • Management supplies authorised records and timely participant access.
  • Authority conferral, personnel decisions, bank changes, implementation and technology build are excluded.
  • Added markets require written scope, schedule, acceptance and fee control.
