Advisory context

The enterprise provides technical training, recurrent learning and simulation-supported competence development for aviation maintenance and operational personnel. The Board wants advice on how to scale capacity while preserving training validity, instructor authority, equipment fidelity and a culture in which successful course completion is not confused with demonstrated workplace competence.

The advisor will not issue qualifications, approve trainees or replace accountable training, safety or regulatory leaders. The purpose is to help the Board make better strategic, capacity and governance decisions.

Eight advisory questions

  1. Which competence problems should the enterprise solve? Clarify target roles, entry capability, training outcomes, recurrent needs, customer responsibilities and what must be demonstrated beyond classroom completion.

  2. Is course design tied to actual work and risk? Review task analysis, learning objectives, practical exposure, human factors, error scenarios, assessment and feedback from maintenance or operating events.

  3. Are instructors current and independent? Examine selection, technical recency, teaching skill, workload, standardisation, conflicts and authority to fail or retrain without commercial retaliation.

  4. Does simulation reproduce the decisions that matter? Evaluate fidelity, configuration, software, scenario design, limitations, instructor use, data capture, maintenance and change control. Expensive equipment should not become a utilisation target detached from learning.

  5. Is assessment defensible? Separate attendance, knowledge, practical demonstration and supervised workplace competence. Protect question banks, identity, scoring, appeals and evidence against coaching to the test.

  6. Can capacity scale safely? Model instructors, devices, practical facilities, scheduling, maintenance, learner support and quality oversight under peak demand. New centres should not open before standardisation and assurance are operational.

  7. Do customer contracts support quality? Review class size, pass expectations, custom content, equipment access, records, language, travel, cancellations and liability. No customer should be able to purchase an easier outcome.

  8. Does the safety culture learn? Connect training needs to incidents, errors, audit findings, technology change and human-performance data while protecting confidentiality and avoiding punitive misuse.

Advice to be delivered

The advisor will produce a competence architecture, portfolio and market choices, instructor strategy, simulation investment framework, capacity roadmap, customer-contract guardrails and Board dashboard. Measures should include assessment reliability, instructor standardisation, practical competence, retraining, configuration currency, equipment availability, learner and customer outcomes and safety-event feedback.

Candidate profile

Candidates should bring at least 25 years of experience across aviation training, maintenance, flight or ground operations, simulation, human factors, safety management, technical education or regulated capability building. Former training heads, engineering leaders, safety executives, operational CEOs and senior aviation educators may be suitable.

IICA registration is not required. Candidates must disclose relationships with airlines, training providers, equipment manufacturers, regulators, customers or technology vendors. The advisory role may not be used to place training products, instructors, simulators or consulting services.

Expected Board impact

Within six months, the Board should have a clear view of portfolio purpose, competence evidence, instructor depth, simulation value and scaling constraints. Within one year, investment and customer decisions should follow demonstrated training quality rather than enrolment or equipment utilisation alone.
