Chief Operating Officer / India
Examine the dependencies beyond the completed task
I lead hydro operations by keeping the receiving capacity, downstream evidence and physical access behind a maintenance plan inside the operating commitment.
01
The destination is part of the maintenance scope
A removal quantity is not a complete programme until the receiving arrangement and its permitted scope have been examined. I ask the operating team to connect the material account with the capacity, timing and professional approvals at the destination. The 2017 review showed a gap between 30,000 cubic metres in the proposed work and 18,000 cubic metres supported by the reviewed arrangement. Management could not treat the difference as a detail to solve after authorising the whole quantity. My role was to hold the unsupported scope and fund a revised plan with qualified input. I do not prescribe a disposal method or infer permission from vacant space. The operating recommendation should show what can proceed, what remains outside the authorisation and which evidence would be required before that position changes.
02
What a release record can actually establish
A daily volume may be useful while remaining insufficient to establish a condition that applies throughout a period. I ask the relevant technical and environmental owners which evidence is necessary for the particular operating requirement, and then ask whether our management account preserves any gaps. The 2023 retrospective exercise distinguished complete interval evidence from daily aggregates whose underlying detail was missing. We did not infer either compliance or a physical breach simply from that absence. Qualified owners needed to interpret the evidence and determine the appropriate response. The COO’s task was to resource the investigation, keep unresolved periods visible and avoid turning an incomplete historical record into a clean performance claim. This is an oversight discipline, not a recommendation about flow settings, river operations or the requirements at another project.
03
Recovery resources that can reach their intended use
A replacement component held in stores is only one part of a recovery arrangement. Its approved transport configuration, access route, handling arrangements and receiving capability also matter. In the 2025 review, the original proposed gross vehicle load exceeded the documented route limit examined by the engineering team. Thirty-six components could be assigned a revised arrangement supported by qualified review, while twelve remained outside the plan. I did not treat the revised schedule as proof that the movements had already happened or that every future route condition would be suitable. Operations had to state which recovery assumptions were supported now. The management question is whether the resource can reach the intended asset under the authorised conditions, with technical and safety decisions retained by the responsible professionals.
04
Coordinating delivery without taking over certification
An operating leader brings interdependent decisions together, but that responsibility does not erase professional boundaries. I distinguish the non-capital operating envelope from capital approvals, environmental permissions from management preferences and engineering acceptance from schedule completion. A programme may need to wait even when expenditure is available and colleagues are ready to proceed. I want the recommendation to identify the owner of each unresolved condition and the effect on scope, timing and commercial commitments. This helps the CEO understand why a narrower plan can be the more accurate one. In a non-executive role I would use the same experience to test whether the organisation has examined its dependencies, while leaving design, site methods and statutory compliance with management and its qualified advisers. Clear boundaries keep coordination useful instead of turning confidence into unauthorised approval.
A leadership conviction
A maintenance programme is incomplete when it names the work but leaves the physical and environmental conditions for doing it outside the decision.
