Regional Head of Planning Risk and Assumption Governance mandate in Mexico City, Mexico

Confidential Regional Head of Planning Risk and Assumption Governance in Mexico City, Mexico, reporting to the Finance and Risk Committee Chair. Advisory FP&A appointment at Regional Head level, a 8-month mandate horizon; two days a week.

The mandate

The committee wants independent advice on whether material planning assumptions are governed in proportion to their uncertainty and consequence. Some premises are treated as fixed because they are familiar, while others receive repeated scrutiny despite limited decision impact. The adviser will bring risk-based discipline to how assumptions are selected, challenged, monitored and retired.

The standing question is which assumptions could invalidate an approved plan early enough to require a different action. The cadence combines a monthly committee, a fortnightly owner clinic and preparation time. Advice should reduce noise by concentrating attention on linked, high-consequence premises and the evidence that would change them.

There is no line authority, assumption approval or risk acceptance delegated to the Regional Head. The adviser can classify exposure, recommend challenge depth and ask the Chair to escalate absent evidence. Named executives continue to own assumptions and responses; governance bodies decide whether residual risk is acceptable.

Renewal after eight months is available only for a separately authorised question. Conflicts include roles with parties whose forecasts, benchmarks or advice form key planning inputs, as well as holdings that could create directional bias. Disclosure and recusal are mandatory, with access restrictions decided by the Chair.

What you will own

  • Define an assumption-risk method combining financial sensitivity, uncertainty, correlation, reversibility, decision lead time and evidence quality.
  • Build a register of the fifty most consequential premises with owners, sources, refresh dates, ranges, dependencies and challenge outcomes.
  • Identify clusters whose combined movement creates exposure greater than the sum of independently tested sensitivities.
  • Establish challenge tiers so high-consequence assumptions receive deep evidence review while low-impact premises are not over-governed.
  • Design trigger indicators and escalation routes that operate before assumptions fail at the reported-result level.
  • Observe eight governance cycles and report where ownership, evidence or response planning remains insufficient.
  • Facilitate two compound-assumption exercises that test management actions, timing and unintended interactions.
  • Transfer register stewardship and challenge protocols to internal owners with a closing maturity assessment.

Candidate qualifications

  • At least 18 years across FP&A, strategic risk, scenario governance or executive decision support.
  • Evidence of identifying correlated planning assumptions whose combined failure changed an approved course of action.
  • Expertise in sensitivity, uncertainty, evidence grading, trigger design, dependency mapping and risk ownership boundaries.
  • A case where you reduced governance burden by proving that a frequently debated assumption was not decision-material.
  • Experience advising cross-border committees without assuming management authority or formal assurance responsibility.
  • Ability to design concise registers that stimulate decisions rather than becoming repositories of unprioritised risks.
  • A conflict profile compatible with access to confidential assumptions and willingness to accept topic-specific recusal.

Working terms and boundaries

  • Advisory time is two days a week for eight months, normally split between owner challenge, analysis and committee preparation.
  • The role has no line authority, assumption approval, risk acceptance or executive representation rights.
  • Conflicts are declared before onboarding and refreshed monthly; recusals and information barriers are recorded by the Committee Chair.
  • Quantitative model validation, internal audit and ownership of mitigating actions remain outside the engagement.
  • Closure requires a functioning prioritised register, two compound exercises, transferred stewardship and an accepted maturity assessment.
