The mandate
The Vice President will lead the financial choices that move resources between regional priorities as evidence changes. Current reviews explain performance, but allocation decisions can remain anchored to inherited envelopes, historical ownership and annual commitments long after relative opportunity has shifted. The role will make redeployment an ordinary management discipline rather than an exceptional correction.
This permanent position will integrate outlook, contribution, capacity, cash and execution readiness into a comparative regional view. It must recognise commitments that cannot move quickly, quantify the cost of transition and distinguish productive reinvestment from across-the-board pressure that merely transfers risk.
The Vice President can set financial evidence standards, convene reallocation reviews, challenge continuation of discretionary commitments and recommend releases or transfers. Regional executives retain budget approval and operational accountability. The finance role owns comparability, integrity and follow-through of the allocation record.
First-year delivery will include a baseline of deployable resources, quarterly reallocation forums, two completed redeployments and a realised-value backcheck. Success requires visible movement toward stronger opportunities or protected resilience, accompanied by clear accountability for service and transition consequences.
What you will own
- Classify regional resources by committed, controllable, redeployable and contingent status across relevant decision horizons.
- Build a comparative opportunity view that combines contribution, strategic fit, capacity, risk, cash timing and evidence strength.
- Quantify transition cost, stranded burden, execution lead time and operating consequence before recommending movement.
- Establish quarterly reallocation forums where ongoing commitments compete with new choices on the same analytical basis.
- Require receiving sponsors to state deployment readiness and giving sponsors to identify service consequences and mitigation.
- Track transferred resources from decision through release, redeployment, productive use and realised financial effect.
- Escalate allocation decisions that remain unresolved beyond the point at which value or resilience materially decays.
- Develop regional finance leaders capable of independent comparative challenge and disciplined follow-through.
Candidate qualifications
- At least 17 years in regional FP&A, portfolio finance or resource allocation, including Vice President or equivalent responsibility.
- Evidence of moving resources across powerful owners based on changed economics and documenting the realised result.
- Strong command of controllability, transition economics, opportunity cost, capacity readiness, contribution and portfolio risk.
- A case where you declined immediate redeployment because stranded cost or capability loss outweighed short-term benefit.
- Experience creating comparative evidence across unlike activities without forcing all value into one financial metric.
- Demonstrated partnership with a regional president while retaining independent finance challenge and escalation.
- A leadership record showing succession and decision capability across distributed finance teams.
Working terms and boundaries
- The appointment is ongoing, with first-year checkpoints after resource classification, each quarterly forum and the first realised-value review.
- Evidence, comparability and recommendation sit with finance; approval, service trade-offs and operational execution stay with regional leaders.
- Hybrid attendance includes in-person reallocation forums and scheduled travel to verify major deployment-readiness assumptions.
- The role cannot declare resources released until cost, capacity and contractual consequences are evidenced by accountable owners.
- First-year completion requires two executed redeployments, reconciled tracking, documented consequences and sustainable regional governance.
