The mandate
The Global Head will establish the policy foundation that makes forecasts comparable, governable and useful across different decision environments. Definitions have developed through local practice, leaving ambiguity around baseline, horizon, scenario, confidence, override and release. The role must resolve that ambiguity without prescribing identical modelling detail where economics genuinely differ.
Planning policy will be written around decisions and evidence, not procedural volume. It should state who owns assumptions, what must reconcile, how uncertainty is represented, when a forecast changes, which overrides are permissible and how deviations expire. Controls must be testable by people who did not author them.
The Global Head may issue mandatory forecasting policy, approve time-bound deviations, commission compliance reviews and withhold enterprise release where critical conditions fail. The position does not approve operating forecasts or targets. Named leaders continue to own those numbers and the actions arising from them.
First-year delivery spans policy inventory, consultation, approval, controlled adoption and the first effectiveness review. Success is not the absence of exceptions; it is clear, evidence-backed treatment of them, faster resolution of definitional disputes and measurable improvement in reconciliation and forecast interpretation.
What you will own
- Inventory existing forecast conventions and identify conflicts affecting comparability, control or executive interpretation.
- Publish a policy hierarchy covering purpose, baseline, horizon, granularity, assumptions, scenarios, ranges, overrides, reconciliation and release.
- Define minimum evidence for forecasts at different horizons while allowing documented domain-specific extensions.
- Establish a deviation process with rationale, compensating control, financial effect, owner, approval and automatic expiry.
- Create release criteria and escalation paths proportionate to materiality, decision urgency and control failure.
- Commission thematic reviews of override use, forecast-range calibration and baseline changes, tracking corrective action.
- Build policy training around contested cases and observed judgement rather than passive attestation.
- Report first-year effectiveness using rework, exceptions, unexplained movement, release delay and decision-user confidence.
Candidate qualifications
- At least 18 years in FP&A, planning governance or finance policy, including global leadership accountability.
- Evidence of authoring and implementing forecast policy across multiple markets with different planning maturity.
- Expert understanding of baseline, scenario, range, override, materiality, reconciliation, version and release controls.
- A case where a legitimate local exception improved policy rather than being forced into nominal compliance.
- Experience withholding or conditioning a forecast release because evidence or control quality was inadequate.
- Ability to write concise, testable finance policy that leaves appropriate judgement with accountable leaders.
- A record of measuring policy effectiveness through observed outcomes rather than completion rates alone.
Working terms and boundaries
- This is a permanent role with first-year reviews after inventory, policy approval, controlled adoption and effectiveness reporting.
- The Global Head owns policy and deviation governance; operating forecasts, targets and actions remain with established executives.
- Hybrid work includes scheduled consultation and review travel, with Luxembourg as the primary governance base.
- Policy cannot mandate technology procurement or alter statutory responsibilities without separate authorisation.
- Year-one completion requires approved policy, functioning deviation control, reviewed adoption evidence and a published improvement agenda.
