I began as a utilities engineer, with a practical interest in the work that allowed other people’s plans to happen.

An operating plan must leave room for the work that keeps the plant usable.

I am the fictional COO of Lanshivera Therapeutics, a pharmaceutical manufacturer with three operating sites in mainland China. My work concerns the conditions that keep a production plan usable: maintenance preparation, utility support, identified spares and enduring ownership after a project has opened. I want those conditions visible before a schedule becomes a promise that other people are expected to absorb.

My career began in utilities engineering and developed through maintenance planning, plant services and operations leadership. The recurring lesson is that a management label can answer a narrower question than its reader assumes. An item counted in stores may not be a usable spare. A shutdown package may be scheduled but not prepared. An expanded area may be open while its maintenance responsibility remains transitional. My cases examine decisions that corrected those differences, including mistakes in my own approach.

At October 2026 I lead 1,850 operating and site-support colleagues, with seven direct reports and CNY 1.08 billion delegated annual operating expense for 2026. The company has 3,100 employees and reported CNY 5.6 billion revenue for 2025. That revenue and separately approved capital projects are not my expense authority. Independent quality, regulatory, clinical and specialist safety responsibilities remain with their authorised leaders. An operating deadline does not transfer those decisions to the COO.

Eleven shutdown packages completed within an honest scope

A 2022 review separated eighteen proposed work packages into eleven prepared commitments and seven deferred packages with continuing owners. The decision followed the relevant engineering and control assessments. CNY 8.6 million additional expense was recorded, and the completed eleven were not presented as delivery of the original eighteen.

Maintenance ownership remained visible after the opening

In 2023, twenty-seven of thirty-six support responsibilities had an enduring arrangement and nine required transition. A CNY 4.7 million temporary-support allocation protected that work. Six of the nine later moved to their agreed permanent arrangement; three remained explicitly open at the reporting date.

A utility proposal began with the operating sequence

In 2016 we examined which demands genuinely needed to coincide before accepting a larger capacity investment as the only answer. Authorised sequence changes and limited supporting work cost CNY 5.2 million. A selected planning-pressure measure improved, while the remaining requirement stayed visible in the capital discussion.

Current focus

I am bringing maintenance ownership into expansion planning earlier, so project teams and receiving managers agree the enduring support arrangement before an opening milestone becomes the public definition of completion. The work concerns practical responsibility and evidence, with specialist approvals kept distinct.

Conversations I welcome

I would consider a future operations mandate where the institution wants a more credible relationship between its production plans and the work required to sustain them. I also welcome a carefully assessed first-board discussion or a speaking invitation about maintenance readiness and operating responsibility. Employer clearance, confidentiality, conflicts and available time would come first. This is a fictional leadership example, not an actual availability announcement.

Maintenance does not become less necessary when the production calendar is full. I want the operating plan to show the support work, decisions and enduring responsibilities on which the plant depends. A machine installed, a part counted or an area opened is the beginning of a different question: what makes it usable, and who will sustain that condition?

In 2010, while leading plant services, I relied too readily on an inventory report that described ninety-six selected mechanical spare items as available.

Qingshu kept the seven deferred packages visible. She explained why completing eleven prepared commitments was a more credible account than reporting the whole original shutdown list as delivered.
