What the development map has not promised
I use a network-extension proposal to examine the different meanings of prospective demand. Participants distinguish a building shown on a development map from a customer whose timing and service commitment can support construction. The case introduces an eighteen-month pause, its option costs and the loss of the original schedule. I ask the audience to identify what evidence would justify the next commitment and what exposure the enterprise would accept if it proceeded earlier. The session does not suggest that every uncertainty must disappear before infrastructure is built. It develops a way to make the uncertainty visible enough for a deliberate investment choice. Discussion includes the handover to operating teams and the assumptions they will inherit once the project is complete. This format works best with commercial, finance and operating participants together, so that the same proposal can be examined from each responsibility without treating any one perspective as the whole investment case.
