When the announcement arrives before the institution
Participants examine the fictional decision to announce twelve branches when only seven had specialist-servicing assignments. They prepare an opening account that includes the remaining five locations, the ₹2.1 crore standby expense and the capacity consumed by shared specialists. The exercise distinguishes a named assignment from a workable service arrangement. It does not invent denied claims, regulatory findings or later recovery of the expense. Groups practise explaining a revised timetable to a board while retaining the CEO's responsibility for the premature announcement. The proposed session uses invented branch plans and no customer or employer records. An organiser would agree the audience's remit and the decision to be practised before delivery. The intended learning is an expansion proposal that makes its supporting organisation visible, including uncertainty and the option to defer. Completing the workshop would not establish that an actual branch is ready or replace the technical and professional assessments required for a real insurance operation.
