Chief Data Officer India

The explanation must travel with the number

A useful data account explains how a percentage was assembled before asking anyone to act on its direction.

01

Show the populations that produce a changing percentage

I examine the counts behind a management rate before treating its movement as a description of every part of the business. When the composition changes, an overall measure and its conditional measures can move in different directions without an arithmetic error. The useful response is to retain both questions: what happened to the combined observed population, and what happened within the relevant groups. Neither view automatically establishes a causal explanation. I ask operating owners to help identify meaningful categories and preserve actual unmet service commitments. A group account should not become a way to explain away an inconvenient total. The purpose is to make the relationship inspectable so management can decide what further operational evidence it needs before attributing responsibility, changing resources or declaring a programme effective. The cost of reconstruction and the limits of comparability belong in that discussion.

02

Keep an absent declaration different from a declaration of zero

A blank field can be inconvenient for analysis without being equivalent to a substantive answer. I ask what the source was meant to record, whether a value was actually supplied and which owner can confirm or correct it. Replacing absence with a typical amount may make a model run while creating a statement no customer made. A declared zero also needs its own meaning preserved; recording it does not prove that it has been independently verified. The operational route for unresolved cases should be agreed with the responsible business function rather than decided silently by a data-cleaning convention. I want later confirmation to remain distinguishable from the original record, with unanswered cases visible. The resulting account supports professional judgement but does not itself decide underwriting, price or the legitimacy of a declaration.

03

Review what several aggregate views reveal together

An aggregate table can disclose more than its individual visible cells suggest. Hiding one small value may leave it calculable from an exact total and the remaining entries. I ask reviewers to examine the intended output as a whole, including related releases and the uses authorised for the recipients. Technical disclosure methods require appropriate specialist judgement; no single suppression rule establishes universal confidentiality. The business may need a coarser table, fewer breakdowns or a controlled access arrangement, each with a cost in analytical usefulness. I keep that loss visible rather than describe every restriction as free. Qualified legal and privacy owners must address the actual arrangement. My role is to ensure that an attractive aggregate presentation has been examined for the inferences it permits before its apparent distance from individual records is treated as sufficient protection.

04

Purchase data for a named use rather than a larger field count

I start a data-acquisition review with the decision and workflow the proposed material is meant to support. Coverage, novelty and usability are different questions. A supplier can return a populated field that we already hold, a new field outside the agreed purpose or a potentially useful item whose provenance and freshness remain unsuitable. The evaluation should make those distinctions explicit on a defined set before the contract is justified by its headline record count. I involve the business owner who would actually use the result and specialists responsible for appropriate permissions and technical handling. A declined purchase is not proof that the dataset has no value elsewhere, nor is an unapproved annual proposal cash already saved. The incurred evaluation cost and remaining unmet need should stay in the recommendation alongside the conclusion.

A leadership conviction

Explain the population, the missing value and the permitted use before presenting a confident number. A technically correct total can still invite the wrong management conclusion.
