Whose need did our housing rule allow us to see?
Scarcity makes allocation difficult. It does not establish that an employer's preferred family description is relevant to the accommodation need it intends to address.
Our voluntary housing programme had forty-eight applicants, but the first decision concerned only twenty-nine. Nineteen people had been excluded because they did not fit the policy's family-status and primary-earner conditions. I had endorsed those conditions. They seemed to give administrators a consistent starting point before comparing accommodation needs. Looking at the excluded cases made the flaw clearer: the company had chosen a picture of a deserving household before explaining why that picture was relevant to the purpose of the benefit.
