Whose need did our housing rule allow us to see?

Nineteen housing applications had been set aside before anyone examined the applicant's accommodation need. I had endorsed the rule that excluded them. It required a particular account of family status and primary earnings, making allocation simpler by narrowing whose circumstances the company would consider. The correction began by asking why that condition belonged in the decision at all.

I am Hmingliani Tovzari, fictional CHRO of Nevzemi Estate Services in Bhubaneswar. We own six light-industrial workspace estates and manage four for separate owners, employing 680 people directly. Tenant employees and contracted workforces are separate populations. My 26-person HR function works through four leads; its₹ 4.7 crore annual expense differs from company revenue of₹ 216 croreFY26 and the distinct₹ 1.6 crore people programme. Understanding the actual employer and decision owner is part of understanding the promise made to a colleague.

My thirty years in employment services and property operations have made me attentive to the conditions around an employment offer. A benefit can exist while someone cannot reach it. A representative can attend a meeting without having been chosen by colleagues. A workplace can be described as available while an access request remains unanswered. My job is to help those distinctions change a decision, with the resources and limits kept visible.

A wider review still left people waiting

We reopened 48 housing applications. Forty completed the revised needs review and eight withdrew;22 accepted unit offers and 18 remained waiting. Four of 26 leased units needed adaptation and were unavailable. We retained the₹ 54 lakh annual lease commitment and₹ 11 lakh review cost without claiming that a fairer rule had resolved every accommodation need.

The programme account followed the employee's question

Eighteen workplace-adjustment requests led to seven physical adaptations and six agreed working arrangements, with five unresolved. The₹ 84 lakh approved programme did not turn completed consultations into completed outcomes. Qualified owners retained technical decisions, while our employment responsibility continued across property boundaries.

A voice needed a credible route into the room

Four of six consultation forums had employee-selected representatives; two had manager nominees. We reopened those two selections and funded₹ 14 lakh of facilitation and participation. The voluntary forums remained separate from statutory bodies and recognised channels, and their usefulness still depended on management's response.

Current focus

I am examining the assumptions carried by ordinary workplace rules, including a dress review that separated office preferences from necessary operating requirements. Twenty-four of 37 requests were approved, nine required technical assessment and four awaited clarification. Pending cases remain part of the work rather than disappearing behind the policy announcement.

Conversations I welcome

My possible next contribution is a board's examination of the conditions behind its workforce plan. I hold no statutory seat and have not yet registered for the IICA databank in this fictional record. Preparation, employer consent, relationship review and a realistic 22-day allowance would need to precede any appointment.

Hmingliani kept the waiting applicants in the housing account after changing the rule. That gave us a more honest decision than a policy announcement showing only the offers accepted.
