Which conditions must your technology promise survive?

Please describe the technology commitment your next engineering leader must make credible. I would want to know which operating conditions, consumers and historical information the current evidence covers, and what remains unresolved. A CTO mandate should explain the team, financial authority and relationship with operating, information and security owners. For an outside-board enquiry, state the intended contribution and calendar separately from delivery responsibilities. I hold no statutory seat and still need preparation and assessment, with employment and a beneficial interest to disclose. Initial material should exclude source code, keys, policy records and protected supplier terms. Once the mandate and authority are understood, we can agree a suitable way to examine evidence. The first conversation should establish the promise being made and the conditions behind it before assuming that another technology programme is the answer.
