Begin with one critical service. Trace customer promise, data, applications, identity, integrations, operating teams, third parties, recovery assumptions and reconciliation. Mark the point at which a design choice becomes expensive to reverse. That map reveals whether the candidate has governed a technology estate or merely delivered projects inside one.

The evidence standard is not a perfect diagram. It is the ability to expose a dependency directors did not know they owned, change the investment decision and preserve production while the estate moves.

Once a Charter exists, the peer group should reflect institution scale, legal-entity reach, architecture perimeter, production duty, transformation condition, board access and long-term value. A global bank platform seat is not interchangeable with a regional application remit or a growth-stage fintech title.

Build-versus-buy docket

The vendor wins on implementation speed while its exit requires the data model the bank never receives

Ask a candidate to compare a purchased platform, internal build and bounded coexistence. Include five-year economics, scarce engineering capacity, integration, nonpublic information, control evidence, contractual leverage, fourth parties, change cadence, portability and service exit. Then reveal that the provider will return flat files but not the semantic model needed to operate them.

The strongest response changes the decision or adds a compensating design before contract signature. It distinguishes commercial preference from architecture authority and knows when concentration is accepted consciously rather than overlooked.

Candidate proof can include the original options, personal recommendation, governance challenge and later operating result. Provider names, pricing and unresolved weaknesses remain excluded.

Production proof

A recovery test restores the application while the overnight ledger remains unreconciled

Availability is not the whole service. A recovered interface can accept activity that downstream balances, limits or customer records cannot safely absorb. The CTO must connect technical recovery to business-state recovery.

Test the sequence: establish authoritative time and state, stop uncontrolled writes, preserve evidence, choose rollback or forward repair, reconcile customer and financial positions, communicate uncertainty, and assign durable remediation. The candidate should say which decision belongs to technology and which requires operations, finance, risk or customer authority.

Evidence may describe a fictionalized sequence and aggregate consequence. It must not expose recovery credentials, exploitable topology or customer data.

AI inventory

Technology classification can determine whether a use receives validation, security review, data restriction, human oversight and monitoring. Labels such as tool, feature or copilot should not become routes around governance.

The April 2026 interagency model-risk guidance is risk-based and tailored. It expressly leaves generative and agentic AI outside its scope, while noting governance should guide uncovered tools. DFS AI cybersecurity guidance separately stresses risk assessment, nonpublic information, social engineering and supply-chain exposure. The CTO must connect the real use to the right authority without claiming every AI system is the same kind of model.

Ask what inventory event is triggered when the supplier changes a model, the use expands, output begins influencing a customer decision or protected data enters a prompt.

New York DFS guidance follows the third-party lifecycle from identification and due diligence through contracting, monitoring and termination. It also warns covered entities that compliance responsibility cannot simply be delegated.

Give the CTO ninety fictional days to leave a critical provider. Require data inventory, hold obligations, alternate capacity, identity removal, key ownership, customer continuity, fourth-party discovery, evidence retention and final risk review. Add a defect after migration begins and see whether the candidate can keep exit authority without losing operational truth.

The useful answer is a tested transition design, not confidence that procurement has a clause.

Frontier-threat posture

The vulnerability queue doubles while every business sponsor calls its release critical

DFS's May 2026 frontier-AI advisory says heightened capabilities can amplify the speed and scale of finding vulnerabilities and exploits; it does not create new requirements. A CTO still has to translate threat intelligence into a prioritized operating response.

Ask the candidate to bound internet exposure, privileged paths, unsupported assets, exploitability, customer service and compensating controls. A severity label alone is insufficient. The candidate should create temporary release rules, ownership, detection changes and a review clock without declaring every system equally urgent.

This case tests technology leadership alongside the CISO. It should not collapse independent cyber challenge into delivery pressure.

Technology finance

The transformation reports savings by closing projects while run cost rises through duplicate platforms

Portfolio status can hide the economics of coexistence: licenses, support, data replication, specialist teams, controls, operational handoffs and delayed decommissioning. Ask the CTO to rebuild the investment case around service capability and retired cost.

The candidate should identify which milestone releases actual expense, which merely completes delivery, and which risk cannot responsibly be monetized. Finance can own accounting and challenge; technology must own the architectural facts beneath the forecast.

A credible case includes the abandoned option and the indicator that proved the chosen path worked. It does not reveal confidential vendor rates.

Engineering control

Delivery frequency means little when change cannot be reversed or safely completed. Test how the candidate governs database migration, feature control, backward compatibility, separation of duties, privileged access, customer communication and post-release reconciliation.

The decision is not whether modern engineering is fast or regulated engineering is slow. It is whether evidence arrives before irreversible change, the authority to pause is real, and production learning improves the next design.

References should verify that the leader protected pace by improving the system of change, not by normalizing exceptions.

Start with critical services and their current production state. Connect incidents, recovery tests, data flows, model uses, cyber findings, provider concentration, architecture exceptions, change failure, reconciliation, investment, talent dependencies and regulatory commitments. Identify facts the board has not yet reconciled.

Controlled finalist diligence should expose the condition of the estate without handing a prospective hire operational access or a catalogue of weaknesses. Unknowns need owners, due dates and a route into the first board technology discussion.

Complete references, conflicts and institution-specific diligence before resignation. During notice, the selected leader should not advise on live incidents, supplier negotiations or vulnerabilities. Current officers retain authority until the agreed start and handover.

Role lifecycle

Follow one critical service from architecture exception through release, recovery and retirement

A CTO mandate becomes concrete when directors can see how a service is designed, funded, changed, observed, recovered, reconciled and eventually retired. Assign business, technology, operations, cyber, risk and finance authorities at every transition.

Then inspect the workforce beneath it: engineering ownership, production support, specialist concentration, succession, location, provider access and learning from failure. A modern platform with one irreplaceable human dependency is not a resilient outcome.

The first-year scorecard should combine customer availability, change safety, control closure, recovery evidence, architecture simplification, provider optionality and talent depth. Avoid counting migrations or releases without the operating consequence.
