The service question behind an owned-network proposal
I would compare the proposed 1800-kilometre owned network with the leased-access corridor pilot through their commercial purpose. The discussion would retain Owen Darswell’s argument about control and the fact that capital and three-year service amounts cannot simply be subtracted into a saving. Participants would examine what the pilot was intended to establish, then consider twelve activated sites and eight pending sites together. A$4.6 million implementation expense would remain attached to the selected scope. I would contribute a strategic interpretation, with engineering and operations responsible for the actual service evidence. The session would not recommend an investment or validate a live network design. An actual seminar would need authorised customer material and the relevant professionals’ participation. This invented proposal claims no delivered event. Its aim is to make the sequence of reasoning assessable: the customer promise, the commitment needed to investigate it and the limits of the result before ownership becomes the preferred answer.
