Where does the opportunity become inaccessible?
Participants examine a fictional vacancy process in which a current manager must give permission before an employee can apply. The exercise asks them to distinguish access to consideration from the arrangements needed after selection. Small groups map the decisions made by the employee, home manager and receiving team, then identify which concerns require an actual appointment before they can be resolved. The discussion retains the manager's continuity responsibility rather than treating it as a reason to resist movement. Participants must also explain the cost of a workable transfer and the limits of the outcome they can claim. The format draws on Rose's original mistake without presenting her correction as a universal employment rule. No real employee files are needed, and the workshop does not make legal findings or assess participants' employers. Its purpose is to help leaders examine whether a reasonable concern has been placed at a stage where it unnecessarily prevents an opportunity from being considered.
