A repeated message is not always a repeated decision
Two similar messages may represent one instruction or two. A reliable service makes intent and unresolved status explicit instead of allowing a convenient matching rule to decide.
Combining records is a claim about identity. Shared addresses and contacts can support investigation without establishing that two commercial customers are the same entity.
An insurance history needs to preserve both the approved business timing and the timing of the record. One convenient timeline can erase a distinction that later decisions depend on.
A leadership conviction
Reliable technology preserves the meaning of an instruction when it is repeated, corrected, delayed or used by someone outside the designer's assumptions.

A repeated message is not always a repeated decision
The service desk saw two requests with the same amount and wanted to remove one. Operations saw two legitimate instructions from the same customer. Elsewhere, a message had been sent again because the first response never arrived. Those situations looked similar in a technical list and required different treatment. My work as CIO is to make the distinction explicit before a convenient system rule supplies an answer the business never intended.
I am Harpreet Velqethi, a Patiala-born technology leader at the fictional Qorzuni Commercial Assurance in Bhubaneswar. The insurer employs 680 people across twenty-two branches and central functions, with ₹1,540 crore gross written premium for FY ending March 2026. A domestic investment firm owns 57% and an industrial group 43%. I have no personal holding or statutory directorship. My team comprises 72 employees through five heads and eighteen separately counted contractors. The FY2026–27 remit includes ₹18.4 crore operating expense and ₹6.7 crore approved change investment. Meena Qarvani is my reporting line; Dinesh Dovqari and the relevant specialists own the business decisions our systems support.
My recent cases concern the meaning beneath a technically neat record. We separated a retry from a new instruction, checked proposed customer merges rather than trusting a shared office address, preserved both the effective date and the recording date of an approved change, and tested whether colleagues could complete work without a mouse. Each project had a cost and a boundary. A receipt record did not decide policy cover, an unresolved match was not a fraud finding and a successful keyboard test did not certify the entire service as accessible.
Similar requests needed different answers
A reviewed group of 238 messages contained 142 retries, 84 distinct instructions and twelve cases requiring reconciliation. Matching the amount alone could not distinguish them.
The shared address concealed separate customers
Of 740 proposed record merges, 196 concerned the same entity, 487 distinct entities and 57 unresolved matches. Review cost ₹62 lakh.
Completion included the way a colleague operated the page
Twenty-one of sixty tasks were initially blocked during keyboard-only review. After changes, 56 passed and four still needed an assisted route.
Current focus
Making transaction intent, customer identity, business time and practical operability visible in the definition of a reliable insurance system.

Harpreet kept the 57 unresolved customer matches in the account. The proposed consolidation became a decision about which identities we could responsibly combine, rather than a promise to remove every similar-looking record.
