Analytics, engineering, governance and personal information
A considered point of view.
A record is collected for a purpose, and every later use is a new decision rather than a free extension of the first. In energy, those uses include trading positions, customer bills, the movements of drivers and the safety of equipment in public places. My job is to make each use deliberate, and to leave the operating decision with the people accountable for it.

Reading our largest customers' own meters before buying a price forecast
In 2023, our day-ahead load declarations for the 60 largest customers, who used 41 per cent of our volume, rested on two weak inputs.
I decide what an energy record may be used for before a trading desk, a commercial partner or a maintenance contractor asks to rely on it.
I am chief data officer of Hanxiyuan Energy Services, a Chinese company majority-owned by a municipal state energy group, with a minority strategic investor. We are a registered electricity retailer in our province's spot market, supplying 9.4 terawatt-hours in 2025 to 1,860 commercial and industrial customers, and we operate 11,200 public charging connectors in four cities. Revenue was RMB4.7 billion in 2025, most of it the energy we resell, with operating profit of RMB118 million. I lead 58 people in four teams: market and load analytics, data engineering, data governance, and a personal-information and data-security office that works beside our legal department.
My first employer was a coal company, where I analysed readings from underground gas-monitoring sensors. I then spent almost ten years at a coal-fired power plant reconciling fuel receipts, unit performance and emissions records. Both places taught me that a reading is only as useful as the record of how it was taken, and that a safety alarm closed without a cause remains an open question. I carried that habit into electricity retail in 2016, and into public charging when Hanxiyuan bought a charging operator in 2019.
The decisions on this site sit where one party's use of data meets another party's interest. We paid to read our largest customers' own meters instead of buying a price-forecasting subscription. We declined to sell drivers' charging histories to a vehicle maker and offered station-level aggregates instead. Before a holiday peak, we locked out or limited 232 connectors whose alarms the maintenance records had closed without explanation. Each choice cost revenue or capacity, and each is described here with the colleagues who disagreed.
Customer gateways halved forecast error where it cost most
Gateways at 44 of our 60 largest sites cut weighted day-ahead load error from 8.7 to 4.6 per cent in 2024. We postponed an RMB3.4 million annual price-forecast subscription for a year to fund them.
A data sale declined and a narrower offer made
A vehicle maker offered RMB3.6 million a year for session-level charging records. We sold station-hour aggregates for RMB1.1 million and shortened how long identifiable session records are kept.
Alarm records read before the Spring Festival peak
Linking charger telemetry to work orders found 232 connectors with repeated alarms closed as resets. Inspection confirmed faults at 39 of them, and no thermal incident occurred during the holiday weeks.
Current focus
I am writing data-use terms into our retail contracts at renewal, so that a customer's meter data, its permitted purposes and its deletion date are agreed once, inside the commercial document, rather than in consent letters collected afterwards.
Conversations I welcome
I would consider one independent board or committee role with a Chinese company whose operations generate safety, customer or personal data, allowing about twenty days a year once my employer and shareholder group have reviewed the relationships involved.

I argued for the price service and lost that round. Kaiheng then insisted we test it properly a year later, against his own gateways, and he published the comparison even where it favoured my view.
